Livelihoods Programme Manager

Job Summary The purpose of the livelihoods programme manager is to identify and establish appropriate livelihood interventions for the poorest and most vulnerable people in our target areas in existing programme and to develop new programmes potentially new programmes. In coordination with Programme Managers and with the direct management support of the ACD-P the livelihoods programme manager will develop and implement a programme of livelihoods interventions. Provided the availability of donor funding the position will be continued beyond the three months. Duties and Responsibilities 1) Programme Development • To lead on research, assessments and contextual analysis of livelihoods-based interventions • Under the guidance of the ACD-P, work with the existing WASH, education, shelter and protection teams to analyse ‘entry points’ and identity relevant livelihood programme options and activities in existing programmes • Design and implement standalone livelihoods programmes applying the PCMS (Project Cycle Management System) and Concern’s policies and procedures • Work with PM’s and the ACD-P to seek out in-country and international funding opportunities for potential livelihoods activities and programme, and secure funding through the development of high quality project/programme proposals • Ensure that all programme activities are appropriate and are based evidence and needs and in line with Concern’s policies •Advise HR on staffing needs for the programme •Participate in the capacity building of Concern Lebanon, and relevant partners in terms of livelihoods activities and approaches and provide technical advice as required •Lead in the development and implementation of an M&E, learning and documentation system related to livelihoods that integrates into and complements existing programmes. •Provide ongoing technical assistance to the programme staff and foster opportunities for programmes to learn from each other •In conjunction with the finance, systems and programme teams, contribute towards the development accurate budgets to accompany the programme proposals •As part of the Concern Lebanon team manage the design and delivery of livelihoods-related humanitarian interventions if and when required 2)External relationships and representation •To building and maintaining effective networks with all local and international NGO’s and other implementing actors within livelihoods to ensure more effective livelihoods programming •Represent Concern as necessary on national and local level technical and programmatic levels •In coordination with the programme managers and ACD-P, establish and maintaining good relationships with relevant government ministries and department and other official bodies, on livelihoods and related issues •Represent Concern at meetings and working groups as requested by management 3)Quality and accountability: •Contribute as required to organizational accountability initiatives •Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CoC), including the respect of confidentiality. 4)Other: •Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required, particularly as it might relate to urgent or emergency work not necessarily related to livelihoods Person Specification: Essential: •A degree in a relevant discipline such as humanitarian assistance; community development, agricultural, economics, or related •At least three year’s experience of working in an NGO in a senior position focused on livelihoods (management/advisory role). •Proven ability in report writing, research and documentation •Experience in delivering trainings and presentations •Experience in project cycle management •Demonstrated success in undertaking assessments and developing programmes •Excellent communication skills in English •Demonstrably strong understanding of Monitoring and Evaluation •Proven analytical, planning and time management skills. •Good team player, flexible and capable of working with a multinational country team politically and culturally sensitive •Excellent computer skills, including Microsoft Word, PowerPoint and Excel •A self-starter Desirable: •Experience in Akkar •Experience working with refugees •Management experience •Experience of developing and setting up programmes
