Human Resource Manager

World Learning has an immediate vacancy for a Beirut-based Human Resource Manager for the USAID-funded Improved Basic Education Services Program (IBESP) in Lebanon. Duration: 4 years. This position is for a Lebanese national or a resident of Lebanon. Background: IBESP will improve reading outcomes for primary-level public school students, strengthen Lebanese institutions to better direct and monitor education, and expand access to safe education for all children, including Syrian refugees.    Primary Responsibilities: Implement World Learning’s HR Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards. Work with senior level management to determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to promote staff development and retention. Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent. Review and approve job position requests, job descriptions and make recommendations for ensuring accuracy and consistency. Support the performance management process including application of budgets to organize development activities and working one-on-one with staff. Carry-out daily HR-related administrative duties such as updating contracts, generating employee reports and executing compliance-related activities with all existing legal and government reporting requirements. Serve as a champion for the World Learning HR Policies, including Professional Code of Conduct Provide assistance to supervisors in determining appropriate disciplinary plan of action. Manage employee relations with professional grace; Lead investigations to resolve issues/conflict in the workplace. Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements. Oversee exit management process to ensure seamless and positive transition for departing employee Manage benefit plans and communicate updates.   Skills & Qualifications Bachelor’s and/or Master’s university degree in HR management, Business Administration, Law, or related field. 5-8 years progressive experience as an HR generalist, including recruitment, performance management, compensation, training and development and HR Administration Minimum 3 years’ experience managing and mentoring HR staff. Recruitment experience required. Professional experience with INGOs/NGOs and/or international experience is a plus; interest in education is preferred Solid presentation and communication skills; ability to convey information effectively and solid experience providing training and staff development Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context. Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity Fluency in English, both verbal and written as well as fluency in Arabic is required.  Knowledge of French preferred. Very strong proficiency in MS Word, Excel, and PowerPoint is required Commitment to continual learning and development
