PREMIERE URGENCE AIDE MEDICALE INTERNATIONALE -         LEBANON    -     Medical Doctor   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.                 POSITION GENERAL Officers, Field Workers, Community members Under the overall supervision of:        Field Coordinator   OVERALL MISSION   General objective   Under the direct supervision of the Health Project Manager, the Medical Doctor is responsible for ensuring the provision of quality healthcare services to Syrian refugees, respect of the medical procedures established in the framework of the project, as well as of PU-AMI overall principles and strategy defined by the Project Implementation Coordinator, Health  Coordinator and Country Director.       Responsibilities and tasks   Ensuring the quality of the health activities -       Provide direct technical support for the implementation and management of the medical activities implemented in the framework of the health project. -       Ensure that the preventive and curative healthcare services are properly implemented (following the national protocols and referral procedures) and managed by the partner health facilities. -       In coordination with the Health Project Manager, evaluate the needs of the health facilities in terms of capacity development, training, supply, protocols and guidelines etc. -       Monitor the overall hygiene of the supported health facilities and make recommendations. -       Ensure, in collaboration with the entire medical team, that health care is provided within the framework of the Memorandum of Understanding agreed upon by PU-AMI and the partner centers. -       Assess the need for additional human resource, including working hours, and coordinate with the Health Project Manager on the difficulties and the changes needed. -       Ensure the rational use of drugs and doctors prescriptions in the partner health facilities, analysis and reorientation if necessary, in collaboration with the doctors and the Project Manager. -       Ensure usage of medical tools by the staff of the supported health facilities during supportive supervision visits. -       Contribute to improving safe prescribing and administration of medications as well as control unnecessary prescribing of the medications and medical tests. -       Propose the ways to deal with any referral case that requires extensive investigation and management following the referral guidelines. -       Give approval to daily medical technical issues during project implementation. -       Work with the Health Project Manager to share program guidelines to supported health facilities. -       Coordinate with the Health Project Manager assessments for new health facilities to be supported by the program. -       Coordinate with the Health Project Manager on technical representation of the health programs to donors, partners and other stakeholders when demanded. -       In coordination with the National Public Health Manager, support the roll out and tracking epidemiological data in the supported health facilities. -       Analyze monthly morbidity and mortality data generated by the supported facilities. -       Propose and bring innovative ideas for the health project qualities and improving such in all supported facilities. -       Participate, with the Health Project Manager, in the review and approval of medical supplies (Equipment’s) purchase. -       Propose the ways to update existing tools and procedures in collaboration with the Health Team Leaders, Health Project Manager and Health Coordinator. -       Analyze the needs of the beneficiaries in terms of access to health.     Data collection and reporting -          In collaboration with the Health Project Manager, ensure a direct supervision of the medical data collection and reporting system implemented in the health facilities. -          Quarterly revision and updating of Health Project tools in coordination with the Health Project Manager and Health Coordinator. -          In collaboration with the Health Project Manager, provide capacity building in terms of medical data collection to the health facilities, when necessary. -          Review and validate Health Information System data from the supported health facilities in collaboration with the project’s HIS officer. -          Monthly analysis of Health Information System data and other data generated by the supported facilities in collaboration with the project’s HIS officer. -          Follow up on training needs and other capacity building exercise for staffs of supported facilities. -          Ensure the monthly monitoring of the indicators (internal and external). -          Participate in writing all required medical reports (for PU-AMI, donors, partners, etc). -          In coordination with the health Project Manager and pharmacy officer, prepare purchase requests as per need of each facility.   Team Management -          To manage the Medical Officers/Workers and monitor the work by constantly visiting the areas of intervention and getting feedback when not directly on the field. -          To train the Officers/Workers on the activities implemented in the framework of the project. -          To solve team conflicts, if any, and ensure team building. -          To support the Officers/Workers in improving their performance. -          To conduct appraisals every six months for the Medical Officers/Workers.   Capacity building/transfer of knowledge -       In coordination with the Health Project Manager and Team Leaders, provide necessary support to the partner health facilities in terms of the activities implementation (training and capacity building). -       Prepare and provide training to the staff of health facility on the provision of services to Syrian refugees. -       Organize with the Health Project Manager technical meeting for supported health facilities.   Capitalization/Institutional knowledge Building   -       Ensure technical field coordination by being part of technical working groups at field level or organizing bilateral meetings. -       Technical capitalization works for the whole mission in collaboration with the Health Project Manager and Health Coordinator. -       Develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…). -       Support to the definition of new program’s strategy and to proposal writing.   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language Skills: Fluent in English and Arabic, (speaking/reading/writing). Education Degree: General practitioner or specialist (preferably generalist), minimum experience of 2 years in a medical department management. Work experience: Proven experience in NGOs. Experience in pharmacy management. Knowledge of the project cycle and logical framework; ability to monitor activities’ indicators. Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook.
