Health Officer- Social Development Centres

Project Summary Within Medair’s emergency response to Syrian refugees, this new health and nutrition project focuses on addressing health/nutrition needs in a complex context. Capacity-building in selected local partner health facilities and communities, especially the Ministry of Social Development (MoSA) through existing Social Development Centres (SDCs).  Medair Medair brings life-saving relief and rehabilitation in disasters, conflict areas, and other crises by working alongside the most vulnerable. Founded in 1989, Medair’s unwavering commitment continues to bring hope to the world’s most vulnerable.  Health Project Management Lead, organise and supervise the teams of SDCs Build relationships with all SDC staff and function as link between the SDC director and the Medair supported Primary Health Care clinics. Ensure that data entry forms and templates are used correctly and data are managed timely and with high quality. Support the development and management of a quality health management information system, feeding data into appropriate channels (MoSA, UNHCR, MoH). Submit timely weekly and monthly reports to the health manager. Support the setup of an appropriate drug management system in all SDCs in coordination with the health manager, including vaccinations. Ensure adequate and appropriate supply of drugs for all clinics in close coordination with the logistics assistant and health manager. Liaise and work with (capacity build) pharmacy and medical personnel in the clinics through ongoing education and instruction on proper drug use. Ensure completion of drug orders timely, organize and update stock inventories. Ensure EPI services are taking place in the PHC clinics and health education sessions occur. Support an appropriate filing system in each PHC clinic. Provide input to the integration of beneficiary participation into all aspects of the health projects.  Staff Management Support the health manager in the management of staff employed in SDCs. This can include day-to-day management, development and training, appraisals, etc. Conduct weekly supervision visits to the Medair supported health facilities including joint monitoring visits with MoSA. Recommend any improvements or changes in the supported health facilities to the Health Manager. Conduct monthly meetings with health facility staff including discussions on how to improve services at the facility. Plan and facilitate training for health facilities staff in close coordination with the health manager. Ensure that all standardised formats are used and guidelines are followed. Communication and Coordination Act as link between Medair and health facility staff.   Attend on request by the Health Manager/Project Manager health coordination meetings on behalf of Medair. Refer to the Health Project Manager and/or Medical Advisor before making any commitment on behalf of Medair whether verbal or written. Maintain a transparent, honest and supportive communication structure with the SDC and Medair team and with communities. Coordinate closely with the Health Officer Community Mobilization so that the PHC clinic based activities and community based activities interlink and complement each other.  Finance and Logistics Support the logistics activities of health and nutrition staff in close liaison with the health manager, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health and nutrition facilities and activities. Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly. Manage the health and nutrition budget for the assigned project(s) as delegated by the project manager and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
