Technical Leadership of Design, Monitoring & Evaluation
Contribute to program design to ensure adherence to WCH standards and M&E Strategy as developed by the M&E Consultant in August 2014, including the use of standardized indicators and documentation methodologies.
Provide leadership and training for the team of Data/M&E Officers in the development of M&E Plans, M&E database, M&E tools, survey design, methodology, data analysis, streamlined reporting, and other services as may be required for program monitoring and evaluation.
Assist in the recruitment of competent M&E program staff and organize the program teams to perform M&E activities according to established WCH standards and protocols.
Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data.
Provide guidance, recommendations, supervision, and leadership to ensure that the M&E systems meet the needs of programs, managers, and senior leadership.
Address shortfalls in monitoring, evaluation and information management that affect program implementation.
Ensure programs use the necessary M&E systems and tools, to inform and improve each individual program, as well as feed into the broader nation-wide M&E system, organizational-wide mission metrics system, and country strategy.
Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E system, RRP 6, etc.
Coordinate with WCH’s HQ-based M&E Department to guide process of ex-ante, ex-post and midterm evaluation, from the design, implementation and documentation phases.
Provide Oversight and Management of Data and Information Systems
Assist program teams to develop a Management Information System (MIS) to support data collection, analysis and reporting needs.
Assist in the processing, analysis and reporting of program data where needed.
Maintain a comprehensive schedule of private and institutional funding reports for programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.
Develop and/or streamline program and operational reporting templates developed by the M&E Consultant that facilitate the acquisition, aggregation and flow of information in programs.
Develop country-level M&E database for capturing program-level data which is aligned with country strategic and annual plan.
Internal and External Coordination
Coordinate closely with Quality and Program Development Manager and advise technical specialists (Education, Psychosocial Support and Child Protection) on the practicality and integratedness of technical checklists and other monitoring protocols and procedures.

Provide support to and coordinate between all offices and programs in all aspects of M&E and information management in country.

Participate in M&E-related working groups and maintain close working relationships with DM&E counterparts in other relevant international NGOs, and local NGOs and associations in Lebanon.
Strategic Leadership
Provides advice, in collaboration with the Quality and Programme Development Manager, and the Country Director to programs in all aspects of DM&E and information management.
Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers, QPDM, CD in the development of their annual plans.
As a strategic leader, actively participate in team meetings and country-wide strategy/information management sessions.
