Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE:
As a member of the Lebanon Safety and Security Team and while working under the technical leadership of Safety and Security Manager ,will ensure the safety and security of SC staff, assets, programme operation and organizational image by employing SC Security Policies and Procedures in their respective area of responsibility.
SCOPE OF ROLE:
Reports to: Safety & Security Manager
Dimensions: Save the Children works throughout Lebanon with offices in Beirut, Zahle, Qobayat, Saida and Tripoli with a possibility of expansion as needed, and a current staff complement of approximately 320 staff, which is also possible to increase accordingly. Noting that Lebanon is at a high threat level as per SCI security scaling.
Staff directly reporting to this post: Security Assistant / Security Guards ( in case found )
KEY AREAS OF ACCOUNTABILITY:
Safety & Security Management
Conducts security briefings and updates for SCL staff and visitors.
Keep posted Security Manager and all country office Staff from time to time of changing safety and security situation across the country (incidents).
Maps security incidents and understands patterns and threats.
Assist the SSM in the Security Assessment of programs’ Areas.
Assist the SSM in Updating and maintaining SOPs, Assessments, Threat Analysis, Risk Rating, security plan/annexes and Security Contingency Planning on a regular basis.
Report and follow-up incidents when it is being reported with providing support to effected staff members
Generating SS advisories as requested by the SSM.
Orient staff and Guards on evacuation plans, drills and procedures regarding emergencies.
Write daily/weekly Safety & Security SITREPS/reports.
Guard force management by selecting training and supervising guards if available.
Manage CCTV monitoring and keep it in functional status if available.
Check for irregularities(e.g. fire hazards, leaking water pipe, light left on, equipment malfunctions, unlock security doors.) and report incidents or problems to the appropriate authority.
Upkeep and maintain all Firefighting equipment, Panic Alarm and emergency exit safety measures.
Assist in Incident/Crisis Management as requested by the SSM.
Any other duties related to the safety & security country management as assigned by the SSM.
Compliance
Follow up on the security guidelines appliance on SCL staff , offices, field offices , warehouses and properties.
Training & Capacity Building
Assist the SSM & SSA in selecting, preparing & conducting trainings for all staff as needed.
Training guards if available.
Logs & Admin
Follow up on the issuance of Security ID cards to all staff.
Follow up on maintaining key policy and office visitors logbooks.
Update the Constant Companion and the Emergency Contact Tree/Warden on weekly basis.
Liaise with logistics concerning SS procurements.
Conduct vehicle tracking and maintain proper Vehicle tracking record.
Maintain Safety & Security documentation and filing.
Field Support
Conducts visits to field project offices, residential and programmatic sites to assess /ensure that safety & security standards are met.
Assist the field SSOs & SFOPs in developing comprehensive risk assessments and other security tools.
Assist the field SSOs in preparing their procurement plans.
Liaise with field SSOs on SS procurement.

QUALIFICATIONS AND EXPERIENCE
Security Management Certifications from accredited institution (IOM, Red-R, ICRC, UN etc)
3 years’ experience and at least 2 years’ field based SSFP/Security Management experience in highly complex and insecure settings or a Bachelor in international affairs/security related field.
Field Experience of Managing Security in insecure area or humanitarian emergency Crisis.
A commitment to working constructively with members of other teams and a service oriented attitude
Understands the complexity and values of non-profit organizations.
Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
SKILLS
Strong Computer skills (Microsoft Office, GIS, Email, Internet)
Good writing and presentation skills
Good knowledge of political and security situation in Lebanon.
Strong command of English and Arabic.
Report Writing and communication Skill In English/Arabic.
Training Delivery Skill.
FLEXIBILITY
Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
