Community Outreach Team Leader
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI intervenes in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.
POSITION GENERAL INFORMATION
Position: Community Outreach Team Leader

Based in: Halba, Akkar
Supervision
Under the direct supervision of: Community Outreach Project Manager
Under the indirect supervision of: Project Implementation Coordinator
Supervision of : Community Outreach Field Officers and Field workers
Under the overall supervision of: Field Coordinator
OVERALL MISSION
General objective
Under the direct supervision of the Community Outreach Project Manager, The Community Outreach Team Leader will conduct and oversee community-based monitoring activities, which are conducted by a team of 3 - 4 field officers.
The Team Leader is responsible for the oversight of the collection, monitoring and reporting of information, on individual, familial and community levels, through focus group discussions, interviews for families and monitoring surveys.
The Team Leader is responsible for the qualitative, quantitative and timely implementation of the activities, especially the objectives linked to psychosocial activities, protection, community mobilization, individual case referral and awareness sessions.
He/she directly implements the activities - building trustful relationships with the community and partners, referring individual cases and follow up on them, community mobilization, awareness session, information gathering about all other actors intervening in the area - with the help of local partners, field officers, beneficiaries or volunteers.
Responsibilities and tasks
Activities implementation
- Implement all psychosocial program activities in coordination with our partners, mainly building trustful relationships with the community. Identify, report and refer individual cases and follow up on them, ensure community mobilization, awareness sessions and gather information about all other actors intervening on the site
- Respect the design (activity chart) and required methodology of the project
- Respect the principles of humanitarian protection and confidentiality
- Provide technical guidance and follow up to Field officers, Field workers, partners, teachers, community members and volunteers
- Lead focus group discussions, organized separately for parents, children and sometimes separately for men and women
Monitoring & Guidance
- Monitor their work on a daily basis and provide guidance to all Field Officers and Field Workers
- Manage and organize the community participation on-site
- Provide capacity building training to Field Officers, Field Workers and local partners when necessary
Logistics & administration
- Contribute to the logistics and financial planning of daily intervention schedules
- Ensure the follow-up and the proper use of material and tools used during on-site works
Communication & Follow up
- Be present in the different sites and respond to beneficiaries’ queries with good knowledge of relevant information
- Prepare community level information
- Refer special cases, which need individual attention and follow their progress with the different stakeholders
- Establish good relationships with key stakeholders (including local partners) between local teams and targeted communities
- Lead self-care sessions with other outreach workers, psychosocial assistants, local partners and community actors
- Lead and participate in individual debrief meetings on a weekly basis with the Field Officers, Field Workers and the Project Manager
- Attend relevant workshops and trainings as instructed
Reporting
- Report orally on the progress of psychosocial activities on a daily and weekly basis
- Write reports and manage the database
- Report immediately any delay, problem or other relevant information to the Community Outreach Manager

QUALIFICATIONS
Mandatory requirements
Ø Language skills: Fluent in English and Arabic (writing/reading/speaking)
Education degree: At minimum a Bachelor’s degree in psychology, social work, social sciences or any related field
Work experience: Minimum 2-year experience in a similar position (NGOs/private companies) or in the protection, psychosocial activities or education fields
Computer skills: Good knowledge of Microsoft Office pack
Other:
- Valid driving license (2 year old minimum) and willingness to drive PU-AMI cars
- Good knowledge in protection, community mobilization, social works
- Show motivation to work
- Strong motivation to help people in need
- Good knowledge of north Governorate, willing to travel a lot locally
- Good communication skills with beneficiaries
- Effective stress management
- Ability to work under pressure and with short deadlines
