By partnering with beneficiaries and communities on the front-lines, RI innovatively bridges the gap between immediate relief and long-term community development.   Reports to:              Country Director, with technical supervision from the Regional HR Manager   Position  Summary: To provide a professional and effective human resource service to the Lebanon country programme. The HR Manager is responsible for ensuring the day to day HR functions are   performed   in   accordance   with   RI   policies   and procedures and HR best practice. Is responsible for transparent implementation of HR strategies, effective delivery of HR services and management of the HR Unit and provides solutions to a wide spectrum of complex HR issues. ESSENTIAL RESPONSIBILITIES AND DUTIES HR Strategy Develop and monitor Human Resources strategies into country programme and Relief  International’s overall mission and operational strategy. In collaboration with the Country Director and Program Managers, assist in the development of staffing and recruitment plan to ensure that each team is staffed appropriately, according to need and funding availability, in an efficient and timely manner Human Resource Planning/Recruitment and Selection To support the Lebanon program in forecasting and organising resource requirements and in annual manpower/expenditure budgets in order to contribute towards meeting their departments objectives and overall program implementation. Ensure a coordinated approach to recruitment throughout the organisation, ensuring effective forward planning and awareness of available staff resources to fill vacancies. To lead and support all aspects of the recruitment and selection process of national staff and to keep updated with relevant new recruitment sources and propose improvements to processes to ensure that the recruitment process meets current and future programme needs. Ensure staff hiring is conducted efficiently in a transparent and timely manner and in compliance with RI’s policies and national labor law. In consultation with the relevant approval authorities, determine salaries for selected candidates and prepare employment offer and pre-employment checks and documentation are strictly followed. Ensure that all new staff have undergone new employee orientation Compensation and benefits Ensure the timely and efficient payroll preparation for accurate data on donor code, number of days, benefits. Ensure the proper and accurate tracking of attendance such as leave, time-off , R&R Assist in the periodic salary review and analysis, and review and revision of new salary structure, as appropriate. Efficiently and properly administer all staff related benefits including salaries, allowances, medical insurance, annual leave, provident funds, etc. to ensure quality of treatment to the staff. Manage national staff welfare policies including health insurance, group life insurance, personal and accident cover. (or does this come under Administration) Ensure the timely processing of new contract, contract extension, staff transfer, promotions and other change of status Employee Relations/Management & Organizing Manage processes related to disciplinary actions, staff separation, and termination. Respond to employee related queries and provide services to all HR related inquiries and requests to acceptable service standards. Make sure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements. To ensure ongoing update of the HR database and filing system for all staff and produce reports as requested by managers and the Country Director.   Performance Review/Staff Development To prepare and review comprehensive and context specific induction training/package for international and national staff (standard and location/position specific briefing pack and schedule). To manage and support the performance and development of the HR team to ensure the provision of an efficient and effective service Advise and coach staff at all levels on issues related to performance management, legal compliance, disciplinary procedure, grievance procedure with the goal of building knowledge and capacity among staff to improve employee relations and enhance job performance and productivity Ensure that line managers conduct performance appraisals and set objectives regularly and on time and that exit interviews take place for all staff.   Training and Development Develop a programme-wide Learning and Development policy, in collaboration with the Country Management Team Identify the learning and development needs of programme staff and, where appropriate, provide tailored training and support within programme budget constraints Collaborate with RI’s Training Manager to implement capacity building initiatives and motivate staff to participate.   General – includes but not limited to: Manage the HR Department budget and ensure expenditures are within budget and in compliance with established financial standards Oversee the maintenance of effective HR Management Information, HR filing system, with proper files maintained for each staff member, both manually and electronically while maintaining confidentiality. Ensure the smooth and timely dissemination of information and advice on queries related to human resource and administration (internally and externally).   QUALIFICATIONS & REQUIREMENTS   This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Knowledge of international HR practices & issues, and thorough working knowledge of Lebanon labour law; HR service experience of dealing with employee relations issues and actively managing the related issues in compliance and governance of Lebanon labour law and effectively communicating, resolving and concluding issues. Experience of developing and implementing HR policies, procedures and systems. Direct experience of organizing large scale recruitments. INGO experience is strongly preferred. Ability to prioritize and deal with competing demands. Previous experience of staff supervision and capacity building. Fluent spoken and written Arabic and English. Excellent organizational, interpersonal and communication skills. A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team. Must have thorough working demonstrable knowledge of Microsoft Word, Excel, similar HRMIS PC packages Experience of developing and communicating HR management information Displays a partnering approach with Managers, customers at all levels
