General objective
Under the direct supervision of the Food Security & Livlihoods Project Manager, the Food Security Team Leader participates in the overall coordination and implementation of the food and NFI project activities. He/she coordinates and monitors the work of all Officers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.
Responsibilities and tasks
Assessment, design and implementation
To analyze the needs of the beneficiaries in terms of Food security and livelihoods.
To be in charge of the implementation of the Impact Assessment Survey.
To design and prepare questionnaires and tools for comprehensive needs assessments
To participate in food vouchers distributions.
To contribute to the selection of shops and monitor their work to ensure the respect of the contract’s specification
To participate in the evaluation of the humanitarian situation in the region considering possibilities of new projects.
Analysis & Evaluation
To be responsible for a qualitative and regular reporting on various components of the project.
To participate in the constant evaluation of the project (effectiveness, efficiency, impact, relevance).
Management & Capacity building
To manage the Food Security & Livelihoods Officers/Workers working on the Food Security & Livelihoods activities in the supported facilities and in the communities.
To do regular monitoring of Food Security & Livelihoods officer’s work by constantly visiting to the areas of intervention and getting feedback when not directly on the field
To train new Food Security & Livelihoods Field Officers/Workers on the activities implemented in the framework of the project.
To solve team conflicts, if any, and ensure team building
To support each Food Security & Livelihoods Field Officer/Worker in improving his/her performance
To conduct appraisals every six months with each Food Security & Livelihoods Officer/Worker
To develop any pedagogical and methodological tools adapted to the local context.
Team Management
Supervise the Food Security & Livelihoods Field Officers/Workers and ensure the respect of all human resources rules;
To manage the Food Security & Livelihoods Officers/Workers working on the Food Security & Livelihoods activities in the supported facilities and in the communities;
To coordinate the work of all Field Officers/Workers dedicated to these activities : weekly/daily planning explain during weekly/daily team meetings, daily planning prepared at least the day before to maximize Field Officers/Workers efficiency.
Capacity building
To do regular monitoring of Food Security & Livelihoods officer’s work by constantly visiting to the areas of intervention and getting feedback when not directly on the field
To train new Food Security & Livelihoods Field Officers/Workers on the activities implemented in the framework of the project.

To support each Food Security & Livelihoods Field Officer/Worker in improving his/her performance

Logistic & administration
Define the needs in materials and tools regarding the program and the planning of interventions;
Ensure the follow-up and the proper use of materials and tools used during on-site works;
Manage the supply of materials to the work site in collaboration with logistics department;
Use the PU-AMI forms for all exchange with the logistic & administration services;
Analyze the security situation in the area and inform the Project Manager on security incidents.
Reporting
Collect all information and orally reports on the progress of project activities on a daily basis;
Make a weekly report in English on the progress of activities;
Report immediately any delay, problem or other relevant information to the Food Security & Livelihoods Project Manager;
Communication & Follow up
To be in charge of the selection of suppliers and monitor their work to ensure the respect of the contract’s specification.
To participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Project Manager.

QUALIFICATIONS
Mandatory requirements
Language skills: Fluent in Arabic and English (speaking/reading/writing)
Education degree: University degree in Food Security, project management, social science, public health or related fields
Work experience: 2 years experience in a similar position (NGOs/private companies) in food security and livelihoods sector or other related humanitarian fields
Computer skills: Very Good knowledge of the MS office software including Word, Excel, and Outlook.
Other:
High knowledge in emergency, development and social work
Good management and pedagogical skills
Good reporting skills, and experience in conducting surveys.
Capacity to manage a multidisciplinary and multicultural team
Good knowledge of Beirut and Mount Lebanon area
Excellent communication and diplomacy skills to manage relationship in potentially tense situations
