Mena Hr Specialist (Middle East And North Africa)

BACKGROUND Based in Beirut or in Cairo, the MENA HR specialist will be in charge of translating MSF operational objectives of the MENA region into HR Needs, analysing potential sources of recruitment and developing a recruitment strategy which will include - inter alia - the management and retention of the human resources necessary for the implementation of the MSF operational strategy in the MENA region. The first phase of 6 months will focus on research and development of the strategy, and the second phase of 6 months will focus on testing identified approaches. Place within the organisation: Accountable to the Regional Operations Support MENA based in Dubai Works in close collaboration with the HR operational coordinator based in Brussels Works in close cooperation with MSF missions in the region (Lebanon, Libya, Egypt, Algeria, Syria)   RESPONSIBILITIES AND TASKS  Capture the key operational objectives for MSFin the region. Translate these operational objectives into HR needs: -         The need to increase the expertise of the MENA region at all levels of the operational department of MSF. On the one hand, by recruiting people with expertise, on the other hand by increasing expertise of this region among the existing MSF staff. -         The need for general MSF profiles (administrator, logistician, medical doctor, nurse/midwife, and Project coordinator) with knowledge of Arabic and the MENA region. -         The need for specific profiles related to the type of current projects (niches) in this region. Analyse the potential sources of recruitment in the region for previously identified profiles: -         Inventory of available resources existing within MSF -         Analysis of the labor market and recruitment sources in MENA countries where MSF is operational (Egypt, Libya, Algeria, Lebanon, Syria). Analysis of available profiles, compensation packages, recruitment sources, existing networks. -         Analysis and active pursuit of recruitment sources in Europe and the rest of the MENA region (medical schools, specialized universities, research centers, specialized networks, etc) -         Connection with certain partners to target groups for potential recruitment of migrants of the second and third generation (e.g. Libyans/Egyptians in Italy, or Iraqis in Sweden) -         Creating a network with these recruitment sources and proposing a MSF awareness strategy Define, test and begin implementation of the best methods MSF should adopt for recruitment and HR management in the MENA region. Develop a MENA HR strategy that includes the following key areas: -         Advise for the definition of set-ups of various projects in the current missions. -         Development and implementation of recommendations and concrete proposals to solve the problems of recruiting staff in the region. -         Proposal for a sustainable system for recruitment of desired HR (including a specific language test: which Arabic and what level of Arabic). -         Proposal and implementation of a sustainable system for managing the specific HR category and the positions in the MENA region. -         Proposal and implementation of a toolkit to improve the understanding of the region within the organization: training, language courses, cultural, social and political briefing about the region. -         As a practical solutionfor identified needs, recruitment and placement of the required number of persons for key and strategic positions for these missions.

Application Submission Guidelines
•5 to 10 years of relevant professional experience of which 2 to 3 years with an international organisation (preferably NGO); •HR related professional experience and ability to translate operational issues into HR needs; •Fluency in English and Arabic (both spoken and written); •Strong interpersonal and networking skills; •Excellent communication and analytical skills; •Demonstrated writing ability to develop strategic documents •Very good knowledge of the MENA region •Ability to work independently; •Flexibility to travel (up to 50%). **Desirable •Previous experience in the humanitarian and/or associative sector in the Middle East •Demonstrated experience of devising and implementing recruitment strategy for an international organisation •MSF experience.
