The Finance Manager Budgeting & Reporting in the Beirut Office performs the Technical side of the finance functions. He/she assists the Finance Controller in budgeting/Reporting and sub grants management of Lebanon country Program to ensure that all finance operations in Beirut are performed in accordance with IRC and country office policy and procedures.
Main Finance Responsibilities:
Budget
Assists with the preparation and revision of program and grant proposals and budgets
Assists in the preparation and maintenance of the country’s Operating Budget; including preparation of budget guidelines to assist program managers in formulating budgets
In compliance with donor requirements and IRC policy develops the “Field Operations/Overhead” budget and recommends a methodology for allocation of overhead to grant budgets
Prepares the annual and monthly cash budgets based on approved funding
Presents and facilitates the review of actual to budget expenditures with the Finance Controller/Country Director and program managers
Play a strategic financial role in developing the operational budget in line with the existing and forecasted budgeting situations.
Reporting
Manages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by New York and donors
Identify requirements for and develop reporting formats to aid in the management of country operations and grant expenditures
Provides country management and program staff with monthly actual-to-budget expenditure reports and analysis for all grants and unrestricted funds
Directs the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Finance controller prior to submission
Generate monthly account analyses and report including but not limited to financial and quarterly report. Indentify issues and concerns and refer them to appropriate managers, in keeping with IRC policies and procedures.
Responsible for monthly closing and draft donor report preparation.
Develops, schedules and performs or supervises the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses
Facilitates and co-ordinates external, internal, donor or government audits
Sub Grant Management
Managing sub grants operational in Lebanon country program
Maintaining the Sub grant’s filing system, communicating with sub grantees about Budgeting/financial reports
Making financial verification visits to sub grantees for the sub grants awarded/pre award or for monitoring visits.
Others
Train advise and monitor field-based finance staff on the field implementation of IRC’s accounting policies and procedures standards accounting practices and reporting requirements, as necessary or requested.
Promote cooperative professional relations between finance and other program and support staff, especially in the relation to provision of finance services and support.
Contribute to the development of the IRC team by modeling positive and productive professional work relationships.
Participate in professional development activities, as needed or requested.
Perform other duties, as necessary and / or as requested
Experience:
Minimum of three (3) years of accounting and one (1) year direct supervisory experience.
Skills:
Computer literate with significant experience in excel, accounting package knowledge (SUN system) will be an added advantage.
Effective communication skills, both written and verbal
International NGO experience preferred.
Fluency in English and Arabic.
Ability to prioritize among multiple tasks and make decisions. Good supervisory time management and interpersonal skill.
