BACKGROUND The International Rescue Committee is an international organization specializing in emergency and humanitarian programming.  In response to the influx of Syrian refugees in Lebanon, the IRC operates a Women’s Protection and Empowerment (WPE) program implemented in various locations in the Northern and Beka’a Governorates. The WPE Community Mobilizer is a key position in the WPE program, ensuring communities are aware of and able to access services provided by the Women and Girls Community Centers (WGCC) and mobile teams.  SCOPE OF WORK The WPE Community Mobilizer leads all outreach and community mobilization efforts in the areas of operation of the WGCCs and WPE mobile teams. This position is also responsible for supervising and building the capacity of a team of community outreach volunteers.  The main objectives of community mobilization activities are: Dissemination of information regarding available services provided by the IRC and other humanitarian actors Mobilization and referrals of women and adolescent girls to participate in activities and access services offered by the WPE program, including case management for GBV survivors Assessment of safety and security risks faced by women and girls within their communities and development of strategies to mitigate these risks Capacity building of community members, and particularly women and girls, to assess risks and advocate for community-based solutions to enhance protection of women and girls Who this position reports to:                              WPE Senior Officer Who this position supervises:                            Up to 15 Community Outreach Volunteers Who this position works with:                             Caseworkers, Sr. Caseworkers, Admin & Data Officer, Adolescent Girl Officer   RESPONSIBILITIES Community Outreach and Mobilization Conduct information and awareness sessions with women and girls in the community to disseminate information about available services and key protection concerns Identify and assess new communities to be engaged in WPE activities Maintain regular contact with community focal points and community outreach volunteers to ensure a constant flow of information and feedback Gather feedback at the community level regarding WPE service provision and share information with the WPE Senior Officer Identify and engage key “gatekeepers” within the community to ensure access of WPE teams and promote participation of the community in activities Risk mitigation activities In close collaboration with community outreach volunteers conduct regular safety assessments to identify key risks faced by women and girls within their community Support community outreach volunteers and other community members in developing advocacy messages and strategies to address and/or mitigate risks faced by women and girls Facilitate referral of identified needs to humanitarian organizations and other service providers, ensuring follow up and feedback to the community Community Outreach Volunteers Identify and recruit community outreach volunteers amongst the refugee and host communities ensuring adherence to HR procedures Develop capacity building plans for community outreach volunteers to provide them with critical skills around safety assessment, advocacy, communication and leadership Organize and co-facilitate trainings of community outreach volunteers Organize regular planning and reporting meetings with community outreach volunteers and gather feedback on community mobilization activities on a regular basis Psychosocial Activities Collaborate closely with caseworkers to organize psychosocial activities in the WGCC or community-based safe spaces Identify communities with psychosocial needs and make recommendations for the provision of psychosocial activities in priority locations Disseminate information at the community level about the purpose and importance of psychosocial activities and support for women and adolescent girls Monitoring and Reporting Regularly document outreach and community mobilization activities using agreed tools to highlight key protection and safety concerns affecting women and girls Support tracking of WGCC and mobile activities’ beneficiaries using agreed M&E tools Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management, and reporting requirements are followed Other Other duties as assigned by the supervisor to enable and develop IRC programs All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. QUALIFICATIONS Required: At least six months experience working or volunteering in direct contact with community members Ability to engage with community members in an open manner, maintain confidentiality and respect. Clear understanding of gender inequality, and issues surrounding violence against women and girls. Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. Ability to work as a member of a team essential. Fluency in Arabic   Preferred INGO or NGO experience Experience working with refugee population Skilled at using basic computer programs – Microsoft Word and Excel Ability to communicate in English and write clear and concise reports in English
