Grants Acquisition And Management - Quality And Compliance Officer

PURPOSE OF POSITION The purpose of this position is to ensure successful grants management through the establishment and use of best practice GAM systems, encompassing provision of expert advice on donor requirements and regulations, staff capacity building and leading reporting on grants performance MAJOR TASKS: Establish and maintain a grants pipeline for income forecasts and reporting drawing on relevant stakeholders from across World Vision Lebanon Work with the Finance Team to support income and Budget vs. Actual reporting at the National and Regional Level Support the Finance Team with the management of grants cash flows including invoicing, as well as internal and external finance reporting Support the development of budgets for grants proposals supporting greater budget accuracy and consistency Lead monitoring and reporting of the World Vision Lebanon and advise senior leadership of areas requiring action or attention Create simple tools and training to support excellence in grants management Capacity building and support to ensure grants are efficient and managed in compliance with donor requirements Lead start-up and close-out workshops so project staff understand contractual obligations and donor compliance requirements Undertake activities to ensure donor compliance is achieved including audit support and preparation; on site data verification; data quality support visits Review funding opportunities and provide input on contractual requirements to inform decision making by senior leadership on the pursuit of grants opportunities Provide support in the review of donor contracts to inform decision making during contract execution Support grants procurement processes and ensure donor requirements are met and also reflected in sub-contracts and sub-grants Lead capacity building activities to improve contract management including development of contract templates and training, where required  Knowledge and Skills · Knowledge of the program management cycle – design, monitoring and evaluation · Excellent written & spoken English. Arabic language is preferred · Excellent communication, interpersonal, representation and negotiation skills; · Excellent analytical and writing (English) skills · Sound planning, time management and administrative skills · Ability to work under pressure, in a team, and for long hours if required · Excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB Software · Strong interest and understanding of issues related to poverty, civil society, health, child & youth · development and humanitarian and emergency affairs · High sense of responsibility and attention to detail · Proven track record of coaching and capacity building · Cross cultural sensitivity and thorough understanding of the local context, cultural and political situation · Knowledge of several donor regulations  Experience 2 years of experience in Grants Quality and Compliance or Grant Project Management Experience in working in culturally diverse setting Experience in working in Humanitarian and/or development EMPLOYMENT TYPE: Full Time – Contract (One year )
