We are seeking a highly qualified External Evaluator for our organization to assess and evaluate the development and impact of the ECHO-DRC Lebanon Newcomers project.
Who are we? DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. Since September 2012, DRC has been implementing an ECHO funded project: Emergency assistance to conflict displacement affected population in Syria and neighboring countries. This project aims to provide humanitarian aid to conflict and displacement affected population in Lebanon immediately upon their arrival from Syria. Duties The objectives of the external evaluation are:• A thorough review and analysis of existing assessment and monitoring data to support Newcomers program decision-makers in future design/development of the project;• To assess the appropriateness, effectiveness, and sustainability of all project cycle activities – including initial contact/referral through community/municipality project focal points, HH assessment home visit, delivery of direct assistance, referrals to other assistance/services, and program monitoring;• To assess the coherence and connectedness of the Newcomers project with other assistance, services and programs provided by DRC Lebanon;• The impact of the Newcomers program, taking into consideration the short-term nature of the project activities compared with the overall objective of supporting newly arrived families potentially facing long-term protracted displacement;• Literature review of previous evaluations and lessons learned reports relevant to the Newcomers program, particularly the winter unconditional cash transfers; • Thorough review of existing project and M&E data, findings and reports to ensure any proposed data collection activities undertaken during the evaluation do not duplicate previous efforts;
These objectives will be further realized through the timely delivery of evaluation products including but not limited to an inception report, final report and presentation.
About you To be successful in this role you must have:• Advanced university degree or equivalent in Development Studies, Statistics, Social Studies, Economics, other related field.• At least 3-5 years of relevant experience and proven expertise in development and/or humanitarian sector, with at least 2 years in monitoring, evaluation, and analysis positions and/or consultancies.• Strong quantitative and qualitative research skills, with prior experience conducting real-time and impact evaluations in complex and/or emergency settings.• Strong analytical and synthesis skills, with demonstrated ability to work independently and achieve results under limited supervision.• Knowledge of the current literature/practice on humanitarian cash transfer programming preferred. • Excellent command in written and spoken English, working knowledge of Arabic an advantage.• A familiarity with DRC and/or the Syria emergency response is preferred.
We offer An interesting consultancy with one of the best NGOs in the world. DRC will offer the successful applicant a 20 days consultancy contract, renewable dependent on both funding and performance. You must be available to start work from August 2014 and be willing and able to work in Beirut. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals. Daily Rate: $150-$500 depending on the years of experience.
