PREMIERE URGENCE AIDE MEDICALE INTERNATIONALE LEBANON                                                                                              Team Leader   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, Shelter and Infrastructure Rehabilitation, Health and in Livelihood Recovery sectors.     POSITION GENERAL INFORMATION   Position: Team Leader Component: Infrastructure Based in: Halba / Akkar with frequent travel within the Northern Governorate   - Supervision   Under the direct supervision of:             Infrastructure Project Manager Under the indirect supervision of:           Project Implementation Coordinator Supervision of  :                                  Field Officers, Daily workers, Community members, contractors and volunteers Under the overall supervision of:           Field Coordinator     OVERALL MISSION   General objective   The Infrastructure Team Leader is working on Infrastructure activities, including but not limited of water supply, sewage networks, reinforced concrete works, upgrading or installation of sanitation facilities in informal settlement or building, and distribution of relief items at field level, in the framework of PU-AMI’s Emergency Response and Development Program in Lebanon. Under the direct supervision of the Infrastructure Project Manager, the Infrastructure Team Leader is responsible for the qualitative, quantitative and timely implementation of the Infrastructure activities. He/she coordinates and monitors the work of all Field Officers/Workers and daily workers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project. The Infrastructure Team Leader spends most of his/her time in the field and is in regular and direct contact with beneficiaries.   Responsabilities and tasks   Activities implementation Supervise a team of Workers for the implementation of infrastructure activities (installation of latrine in Informal settelement, water networks, plumbing works…) Take part in the technical assessment, design and implementation of all program activities. Plan (daily and weekly) the field activities, supervise Field Officers/Workers, daily workers and any potential contractors/suppliers and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works. Participate in the development of Activity forms and implementing/monitoring tools for every activities. Ensure that all measures have been taken and rules followed to ensure security on-site.  Report any security event or information immediately to the Project Manager and security manager. Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions. Identification of potential project beneficiaries in targeted areas, according to project criteria and refer them to his manager . Implement and supervise Infrastructure activities, including but not limited to rehabilitation and construction of Infrastructures, rehabilitation and upgrading of sanitary facilities in informal settelment or building. The main activities are: (not exhaustive list) Water supply network (PEHD pipes) Sewage network (Upvc pipes) Storm water network (Concrete pipes) Reinforced concrete works (manholes, reservoirs, slabs,pavements…) Massonery works (fondations, blocks works, lintel…) Plumbing works (installation of Water tank, WC, Sink…) Manage daily workers in coordination with the Technical advisor. Provide technical advice to beneficiaries. Ensure compliance with PU-AMI’s strategies and methodologies at field level. Communicate and defend PU-AMI’s policies at field level. Participate actively and constructively in the team meetings. Perform any other task assigned by the Infrastructure Project Manager. Communicate and defend PU-AMI’s policies at field level.   Assessment, monitoring & evaluation of activities      -       Assist PM infrastructure during needs assessments. -       Participate of the selection of contractors/suppliers and monitor their works to ensure respect of the contract’s specification. -       Report to his/her supervisor any relevant information from the communities and partners in the region considering possibilities of new projects.   Team Management -       Supervise the Field Officers/Workers and daily workers to ensure the respect of all human resources rules. -       To manage the Infrastructure Officers/Workers working on the Infrastructure activities, provide permanent technical guidance. -       To coordinate the work of all Field Officers/Workers dedicated to these activities: weekly/daily planning explain during weekly/daily team meetings, daily planning prepared at least the day before to maximize Field Officers/Workers efficiency.   Capacity building -       To do daily monitoring with the Infrastructure Officer’s work by constantly visiting the areas of intervention and getting their feedback when not directly on the field. -       To train new Infrastructure Field Officers/Workers on the activities implemented in the framework of the project. -       To solve team conflicts, if any and ensure team building. -       To support each Infrastructure Field Officer/Worker in improving his/her performance.   Logistics & administration -       Logistical and financial planning of daily interventions in coordination with the PM. -       Excellent knowledges of the local market,(material available, prices) -       Prepare a list of material needed for each intervention (Raw material, plumbing material, etc…) -       Ensure the follow-up and the proper use of materials and tools used during on-site works. -       Manage the supply and distribution of relief items in collaboration with the logistics department.   Reporting -       Collect all information and provide oral/written reports on the progress of Infrastructure activities on a daily basis. -       Make a weekly report in English on the progress of activities (WAR to send to the Infrastructure Project Manager). -       Report immediately any delay, problem or other relevant information to the Infrastructure Project Manager. -       Communicate with the other sectors to homogenize the methodology and the conditions of intervention.     The tasks and responsabilities defined in this job description are not exhaustive and can evolve depending on the project needs.         QUALIFICATIONS   Mandatory requirements   Education Degree: Baccalaureate/University degree in civil engineering or          Construction works or relevant experience. Work experience: Minimum 3 years experience in private sector  related to construction, infrastructure, plumbing,previous experience with NGO's is an advantage … Language Skills:Good level  in English and fluent in  Arabic (speaking/reading/writing). Computer Skills: Good knowledge of AutoCad, MS Office software incl. Word, Excel and Outlook. Other requirements -       Valid driving licence (1 year minimum). -       Good management and pedagogical skills. -       Good  geographical knowledge of the area of responsibility. -       Willingness and ability to travel within the area of responsibility. -       Capacity and experience in unsafe working environments (including Informal settlements and the close border area).          Assets Interests -          General interest in Humanitarian Relief Work and social issues.  -          Understanding of the political situation in the area. General skills -          Proven experience in works supervision at field level (as Forman or site engineer) -          Capacity to work on the field on daily bases -          Excellent knowledges in infrastructure and construction works (water networks, reinforced concrete, plumbing                    works) -          Excellent communication and diplomacy skills. -          Ability to manage relationships in  potentially tense situations. -          Strong motivation to help people in need. -          Ability to analyze and suggest improvement. -          Well organized and hard worker. -          Ability to manage stress and pressure. -          Ability to take initiative to deal with difficulties encountered in daily work situations.
