Field Officer

CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1946, it is now a confederation composed of 14 members. In 2012, CARE worked in 84 countries around the world, supporting development and humanitarian aid projects to reach more than 83 million people.   CARE has developed a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria.   CARE International in Lebanon was first established in Lebanon during the 2006 war and resumed its activity in April 2013 to response to the Syrian Crisis and influx of refugees as well as to support the affected local communities. Today CARE works in WASH, NFIs and Cash assistance in the North and Mount Lebanon Governorates.   The Field Officer will be based in Mount Lebanon field Office located in Siblin.  S/he will support the Area Manager for all matters related to program implementation and coordination. S/he will support the Area Manager to ensure timely and quality implementation of CARE’s programs in Mount Lebanon as well as to ensure the coordination with CARE’s offices in Lebanon, humanitarian and local actors.   1.       Project implementation   The Field Officer will: Ensure the identification and targeting of beneficiaries in line with the methodology set for the Program (collection of lists, pre-screening, assessments) Ensure the timely implementation of all program’s activities Organize and supervise distributions in coordination with the support team Update and supervise the service mapping in Mount Lebanon Supervise field assistants and volunteers if any at all stages of the program’s implementation Ensure synergies and coordination among projects implemented by CARE in Mount Lebanon to improve needs’ coverage and efficiency Ensure the quality of the activity implemented and the respect of CARE humanitarian mandate Actively participate in monitoring and evaluating of programs in coordination with the M&E Unit in Beirut Ensure that gender, environment, and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities   The Field Officer will mainly focus on the implementation of unconditional cash program funded by the European Commission.   2.       Coordination & Representation   The Field Officer will support the Area Manager with: The continuous development of a local network comprising focal points among the affected community, local NGOs/CBOs, religious representatives etc. The continuous development and enhancement of the relations with local authorities The coordination with humanitarian actors intervening in the area including local NGOs, CBOs, INGOs & charity organizations to avoid duplication of efforts, ensure coherence in the approaches and information sharing The active participation & representation of CARE in all coordination mechanisms/forums The organization of field visits from donors, peer agencies, CARE Members Partners, lead Member, Media etc. The coordination with implementing partners if any     3.       Information management, filing & reporting   The Field Officer will: Ensure that the proper supporting documents are available and used during project implementation in line with donors’ requirements Ensure regular update of the Area Manager on activities’ implementation and difficulties encountered Ensure the documentation of the project achievements through pre set formats Ensure the compilation of information and information sharing with CARE’s main office in Beirut   4.       Assessments   The Field Officer actively participate to any needs’ assessment and gap analysis led in the Mount Lebanon Area.   The Field Officer can also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.   Requirement -          Bachelor Degree or equivalent -          Previous experience in relevant positions on the field and with NGOs -          Previous experience in distributions -          Good understanding of humanitarian principles and accountability -          Good understanding of the project cycle -          Ability to manage a team -          Familiarity with the Lebanese humanitarian context and the Syrian crisis -          Knowledge and facility with standard office computer systems and software -          Arabic : mother tongue ; English : Fluent (written and spoken)   Desirable -          Knowledge of the area (Mount Lebanon, Chouf in particular) -          Previous experience with Cash programs Competencies/skills -          Integrity -          Team player -          Good communication skills -          Ability to work under pressure -          Ability to manage sensitive case and confidential information -          Demonstrate fairness and impartiality
