Senior Programme Assistant (Cash) - G5 - Hr280 - Tripoli

  Accountability (key results that will be achieved) -         The needs of persons of concern in the country are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.   Responsibility   In consultation with the Cash Unit at UNHCR Beirut and as the Cash Focal Person for UNHCR Sub-Office Tripoli, the roles and responsibilities of the incumbent will be focused on, but not limited to: -          Coordinate closely with the various stakeholders including banks to ensure prompt actions are taken regarding management of cards. -          Liaise closely with partners on the different claims and needs raised by beneficiaries and assist in monitoring of the cash-assistance interventions. -          In close coordination with the Program and Cash units, review and share the detailed list of cards that require replacement, cash balances to be transferred and new cards to be issued. -          Respond to queries by beneficiaries, the bank and other stakeholders related to various issues. -          Assist in mapping of cash programming actors amongst refugees and refugee hosting communities. -          Assist in providing inputs and keeping updated records for the preparation of different reports on cash-based assistance for refugees. -          Undertake field monitoring visits, household level verification of beneficiaries, participate and Represent UNHCR in coordination meetings related to cash transfer. -          Keep partners and other humanitarian organizations informed, as required, on implementing processes of UNHCR and ensure regular flow of communication and exchange of information. -          Provide timely feedback (oral or written report) to the Cash Unit related to the implementation of Cash Assistance. -          Provide inputs/review data and other documentation on the project and report in accordance to UNHCR established procedures and processes, assisting in preparing periodic and ad-hoc reports on operational activities for presentation to Senior Managers and external interlocutors. -          Review changes and instructions on the cash program and follow up on any change required. -          Assist in acquainting field operations and other Units/Sections in new features and changes to the cash program tools and systems by assisting coaching and on the job training when required. -          Provide inputs for the selection process for the Implementing Partners (IPs). -          Perform any other duties as may be assigned by the Program Officer or the Cash Unit.     Authority (decisions made in executing responsibilities and to achieve results) -     Decide on the data recorded in database. -     Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

- Completion of secondary education with post-secondary training/certificate in Business Administration, Social Science or related field.
- Minimum of 4 years of previous job experience relevant to the function.
- Knowledge of UNHCR financial rules, procedures and processes.
- Knowledge of UNHCR specific programmes (MSRP, Focus, etc.).
- Computer skills (in MS office).
- Fluency in English and Arabic.

DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

 University Degree in Business Administration, Management, Accounting, Finance.
 Computer skills (MS office and Peoplesoft applications).
 Good knowledge of UNHCR financial rules, procedures and processes;
 Knowledge and working experience of UNHCR MSRP (Peoplesoft);
 Prior exposure to UNHCR refugee operations and functions relating to field office administration and programme activities.
