Since its inception, the IRC has been a global leader in emergency response and providing durable solutions for conflict- and crisis-affected populations. IRC launched its Lebanon program in September 2012, and has a presence in four regions (North, Bekaa, Mt. Lebanon, South) and five sectors: economic recovery and development, women’s protection and empowerment, child protection, education, and protection.
Position Summary: The IRC is seeking a Lebanese national Deputy Chief of Party (DCOP) for a United States Agency for International Development (USAID)-funded project to expand equitable access and improve learning outcomes for vulnerable students in Lebanese public schools. The DCOP will work closely with the COP to ensure the proposed project is implemented in accordance with the cooperative agreement, USAID regulations, and internationally recognized quality of assistance standards. The DCOP will oversee field operations, ensuring that field offices, sub-awardees, and staff support the implementation of the technical components. He/she shall ensure high quality deliverables, relevant and timely reporting, and shall participate and engage in technical meetings. This position is contingent on the IRC being awarded funding and is anticipated to begin in September 2014.
Experience/Qualifications
At least 10 years of professional experience in international development.
At least eight years of experience with operational issues related to a mix of education and development work, policy development, decentralization, education and conflict, and community engagement.
At least seven years of experience in program management, with a strong management and technical background in international education.
Demonstrated success in managing sub-contracts/sub-grants with international consortiums including local NGOs, communities, and parent-teacher associations.
A minimum of a Master’s Degree (or equivalent) in education, public/business administration, international relations, other social sciences, or a similar relevant field.
Experience in the area of quality control and timeliness of deliverables, work plans, quarterly reports and other USAID reporting deliverables.
Experience in managing large USAID-funded programs, and supervising finance staff in ensuring USAID compliance.
Previous experience working in conflict or crisis situations.
Strong interpersonal skills and talent for productively interacting with a wide range of organizations (government, private sector, NGOs, and research institutions).
Strong communication skills, both oral and written;
Fluency in English and Arabic is required.
