Wash Works Officer

Job Summary The main purpose of the position is to oversee the installation of the water and sanitation (WASH) facilities for Syrian refugee and vulnerable Lebanese children participating in Concerns education programme. The WASH Works Officer will be responsible for the installation and maintenance of water and sanitation requirements of  the selected sites within informal tented settlements and collective centres. The role will be based within the Concern project sites throughout Akkar to oversee the technical works, manage site workers, and liaise with landowners, suppliers and contractors as necessary. Duties and Responsibilities   Participate in information gathering and assessments:   Carry out site mapping exercises to determine appropriate class site locations, in close coordination with the Education Programme Manager and the Site Works Officer. Develop detailed timeline plans for works to be completed and respect strict deadlines.   Oversee the site works: Participate in discussions with land owners on permission to carry out site works, and oversee land agreement contracts regarding all WASH. Develop bill of quantities and site work planning based on final site locations.  Follow Concern procurement and logistics policies are followed. Certify works (quality and quantity) and prepare payment documents to necessary contractors and/or suppliers. Manage site laborers and contractors, ensure that the work is carried out in a timely and safe manner. Oversee installation of latrines, water tanks and water taps in timely, safe and cost effective manner in accordance to the minimum standards for this particular project. Work closely with the Site Works Officer who will oversee the installation of class site tents. Oversee the recurring WASH needs, such as water trucking, desludging, and repairs throughout the project timeframe.   Reporting and information management: Prepare weekly reports on progress of site works. Responsible for field level documentation; way bills, goods received notes, land agreements, suppliers, etc.     Quality and accountability Ensure the highest standards of quality and accountability in programming through the application of internal and external quality and accountability standards, policies and procedures. Make sure that mechanisms are in place to enable beneficiaries to actively participate in all stages of the programme cycle. Participate in the development of an effective organisational complaints response mechanism (CRM), ensuring that the needs of the targeted beneficiaries are met, especially specific vulnerability groups In conjunction with the field team ensure that all beneficiaries are aware of their entitlements and responsibilities within the programme and that Concerns’ protection programme has clear and consistent lines of communication and methods for information sharing. Develop the capacity of protection and other field staff as necessary in the areas of quality and accountability as they relate to protection.   Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required     Skills, Qualifications, Experience and Attitude Required   Minimum 2 years water and sanitation site supervision experience Minimum 2 years water and sanitation construction experience Minimum 2 years’ experience managing water and sanitation construction projects Experience developing bill of quantities (BoQs) English skills an asset Communicates in an effective and professional manner High integrity and willingness to conduct her/himself transparently and open to scrutiny Strong empathy skills and genuine care and respect for needs of others especially children refugees A belief in empowering marginalized and disenfranchised people The ability to work in a systematic and organized manner Ability to respect and maintain confidentiality Strong negotiation and listening skills The ability to prioritize competing demands.
