I. OBJECTIVESThe Senior Developer is seconded by UNICEF to the Ministry of Education and Higher Education (MEHE) and responsible for providing technical support and services to the ministry, as directed by the Application Service Manager at ICT department in MEHE.
II. BACKGROUNDSince 2012, the increasing influx of Syrian refugees into Lebanon due to the escalating violence and insecurity in Syria has resulted in a scale up of the response by UNICEF. As at end of February 2014, there are 905,479 refugee children registered with UNHCR, with a further 48,729 pending registration, out of which 42% are school-age children (3-18 years old). The number of refugees has grown more than five time compared to that in 12 months ago, is expected to continue to rise, reaching 1.5 million by end of 2014, and with this the response will have to be further scaled-up. Ministry of Education and Higher Education (MEHE) is working towards ensuring accessible and quality education for children in Lebanon. Efforts are made in different sectors towards ameliorating the services and systems and ensuring provision of education in inclusive learning environments, and in the scholastic year 2013/2014 MEHE accepted to accommodate upto 85,000 Syrian refugee children in their public schools Also, MEHE is working on developing the curriculum for Non-Formal Education, capacity building of providers, physical facilities rehabilitation, health-social readiness of students, and support in emergency situations are but their capacity and system which were over-stretched. , and they require further technical support. This is putting significant burden on MEHE to monitor, supervise and manage the interventions done by multiple players including UNICEF, UNHCR and NGOs. Also, MEHE seeks for technical support not only to respond immediate needs, but also contribute to upgrading and strengthening the existing system, particularly in the ICT system, for a longer term development and resilience building. To this end, United Nations Children's Fund (UNICEF) will deploy an ICT developer to provide technical capacity building support to ICT department.
III.SCOPE OF WORKUnder the guidance of Chief of Education and Adolescents Development as well as technical guidance of Head of the ITC department, the consultant will manage the daily running projects. The role will be a mixture of software development (70%) and project management (30%). The role is client facing at times, and will involve direct client contact to help them achieve their vision. It also involves a high degree of autonomy, and the ability to work with and code with an existing development team.Specific tasks include:
Software development (70%):•Lead application development team to build and maintain services based software applications for the Ministry. •Responsible for analysing, designing, coding, testing, debugging, documenting and supporting all types of applications and services consistent with established specifications. •Supervise the implementers who work with the end users to define application and technical requirements. •Define the application, data and technical architecture structure, ensuring it meets the business requirements and performance goals. •Review and integrate all application requirements, including functional, security, performance, quality, and operations requirements. •Work with the applications and operations units to determine how the application is supported in production, including backups, disaster recovery, system performance, and project management. •Ensure adherence to all quality management plans and standards by participating in quality management reviews. •Coordinate and interact with appropriate teams on defects, changes, issues and enhancements that may impact development, data, workflow and/or functionality. •Set priorities for the team to ensure task completion.
Project management (30%):•Lead a team in order to deliver identified projects and outcomes.•Conduct business needs assessment and meetings for different type of business.•Facilitate communication between team members, MEHE departments/Units and suppliers. •Review, analyse, and evaluate processes, systems, and user needs in order to implement and maintain technical solution supporting the business plan of the enterprise. •Follow up and update project plans, deliverables and outputs.•Ensure project outputs, IT systems and IT deliverables meet the requirements of the enterprise. •Conduct presentations workshops on certain projects or tasks.•Understand the enterprise's operational needs for both automated and manual solutions to business systems and procedures. •Supervise planning, organizing, and conducting detailed analytical studies to define problems, identify deficiencies, and improve MEHE applications which impact the Ministry's effectiveness, and provide the basis for management decision. •Prepare managerial reports to support and facilitate management decision-making.•Perform evaluation of proposed solutions. •Provide executive dashboards and reports to monitor the assumptions and key performance metrics. •Quality Control for all outputs and deliverables.
IV. DELIVERABLES AND SCHEDULESMonthly report to be certified by the head of ICT department and the MEHE Director General and then approved/endorsed by the Head of Section.
V. RESPONSIBILITIES•Consultant: as per above.•UNICEF: will provide a computer and other necessary equipment as per the UNICEF regulations.
VI. TIMINGThe duration of the assignment is 11 months starting as soon as possible.
VII. REPORTING REQUIREMENTSThe consultant is expected to submit a report at the end of each month.
VIII. PROFILE REQUIREMENTSEducation:•Advanced university degree (equivalent to a Master degree) in Computer Science from an accredited university, Information Systems, Business Administration or other related field.•Project Management Certifications preferred •OCP or OCM certifications are a plus.•MCSD certification is a plus.•A Bachelor degree with additional relevant experience may be accepted in lieu of Master degree.
Professional Experiences:•Minimum of 5 years in software development projects, including:-Oracle Development/Reporting and PL/SQL experience -Experience developing with C# and .Net technologies (Preferred).
Skills:•Proven track record in managing a development team. •Experience with applications that support public sector operations. •Strong development experience in coding, supporting and deploying Microsoft SQL and Oracle based applications. •Experience with web-based application development and web services. •Excellent analytical and managerial skills. •Proficient problem solving and fact finding skills. •Well-developed written and verbal communication skills. •Project management, application development methodology, business analysis, database structures, date warehouses, and ad hoc reporting. •Familiarity with PMP or Prince 2 project management tools and processes. •Excellent written, verbal, analytical, and communications skills required, including the ability to communicate technical subjects to non-technical persons. •Excellent reporting and presentation skills.•Knowledge in business related fields such as HR, FMS, DMS, WF, and other types.•Deep knowledge of MS Office Project, Excel, Word, PowerPoint and Visio. •Knowledge on reporting tools (Crystal Reports, Oracle discoverer). •Able to learn and teach new methodologies and processes
