Civil Engineer

BALADI is a five-year program funded by USAID. The program aims at supporting municipalities that demonstrate real commitment to participatory, equitable, and effective decentralized local governance and economic development. The BALADI entails a nationwide competitive process to support municipalities, unions of municipalities and clusters of municipalities that illustrate a strong commitment to change and local development and that generate innovative solutions to the provision of public services, citizen engagement, and economic issues facing their communities.   Position Summary: The Civil engineer will assist the BALADI team in the design, execution and monitoring of projects that will be implemented in the South including Abra, Jezzine and Barouk.   Essential responsibilities and duties: Assist targeted municipalities in the design of their projects, if needed. Assist targeted municipalities in developing BOQs, specifications and engineering drawings of projects. Review and approve tender documents pertaining to projects prior to tendering. Ensure close monitoring of works’ execution on sites. Ensure compliance of works with contract specifications and report accordingly to the team. Report on completed BOQs and grant approval to provide payments for contractors. Ensure successfully completion of works through temporary and final transfers. Ensure that project implementation is in line with contract timetable and budget.   Professional skills Demonstrate a basic understanding of engineering principles and knowledge of design of structures. Possess experience in tendering, bidding and subcontracting processes. Possess work experience with municipalities’ projects. Experience with USAID and other donor projects is a plus. Qualification A Bachelor’s Degree in Civil Engineering from reputable university. Should possess at least 3 years of working experience. Should possess a car or other mean of transport.
