Job Summary
The protection team leader, with the guidance of the Programme Manager, will be responsible for the coordination and implementation of protection related activities in Concern Worldwide Programmes in Akkar. Supervising a new and multi-disciplinary field protection team, the team leader will take a lead role in planning, implementing and monitoring field-based activities in accordance with beneficiary needs and agreed programme objectives, ensuring the highest standards of quality and accountability.
Duties and Responsibilities
Programme Development and Implementation
With the programme manager identify, current protection related issues and actors in Akkar
Take a lead in the analysis of services, and referral pathways available to target beneficiaries and identify gaps in service delivery for the beneficiaries
Under the guidance of the Protection Programme Manager and ACD-P, participate in the development of a protection strategy.
Take a lead role in development and implementation of protection activities ensuring synergies with existing programme activities and identifying new opportunities for protection related activities as needed.
Ensure the highest standards of quality and accountability by ensuring that Concerns’ programmes and activities enable beneficiaries to actively participate in programme development, and subsequent stages of the programme
Coordinate documentation of the programme activities, analyse information and produce reports as necessary on the main findings and trends;
In collaboration with the Protection Programme Manger, lead the team in developing a protection strategy which effectively address the needs of the target beneficiaries
In collaboration with the team, develop innovative and effective ways to implement protection activities and systems in accordance with the protection strategy
Under the guidance of the Protection Programme Manager, oversee the implementation of the protection strategy in the field
Develop weekly, monthly and quarterly work plans with team members and the Protection Programme Manager
Ensure the Protection team have the required resources to meet agreed objectives and plans
Develop and adopt innovative approaches which enable beneficiaries to participate in the implementation of the activities.
In collaboration with the Protection Programme Manager, ensure that the programme is being implemented in accordance with objectives agreed with the donor, Concerns’ policies and best practices.
Ensure good coordination of activities within Concern and with other stakeholders to avoid duplication of work to maximise efficiency and impact
Ensure that protection activities are mainstreamed where appropriate across other programmes such as Emergency WASH & Shelter and Education.
Reporting, M&E and information management
Ensure that Concerns’ reporting commitments are established and met in accordance with Concern’s systems and procedures and those of donors
In collaboration with the Protection Programme Manager, develop and maintain record keeping systems of Concern’s programme activities for reporting and continuous learning
With the wider protection team, develop an effective participatory monitoring and evaluation system that enables continuous learning
Representation, advocacy and coordination
Represent Concern in interagency fora as necessary, in coordination with the PM
Liaise with all other stakeholders as necessary and agreed
Take a lead role in identifying barriers to the protection of beneficiaries or their access to services and facilities and work as part of the team in establishing clear and effective communications messages around advocating for improvement or change amongst donors and other stakeholders as necessary
Support and manage staff reporting to this position
With the support of senior managers participate in developing a strong, effective and dynamic field team.
With the guidance of the Protection Programme Manager, manage, supervise and train the team.
Undertake probation and annual performance reviews frankly and in timely manner
Ensure field teams are clear about their role, expectations and all relevant policies and procedures
Support the professional development of the field officers
Ensure joint work planning with the field team
Quality and accountability
Ensure the highest standards of quality and accountability in programming through the application of internal and external quality and accountability standards, policies and procedures.
Make sure that mechanisms are in place to enable beneficiaries to actively participate in all stages of the programme cycle
Participate in the development of an effective organisational CRM, ensuring that the needs of the targeted beneficiaries are met, especially specific vulnerability groups
In conjunction with the field team ensure that all beneficiaries are aware of their entitlements and responsibilities within the programme and that Concerns’ protection programme has clear and consistent lines of communication and methods for information sharing
Develop the capacity of protection and other field staff as necessary in the areas of quality and accountability as they relate to protection.
To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)
Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Person Specification:
Essential:
Educated to degree level, preferably in the social sciences or a related field
Fluency in English and Arabic, French would be an advantage
Experience of Concern’s work especially in the ITS/Collective Centres
Demonstrated relevant experience working in the field of protection working with vulnerable and at risk populations
Experience of designing and implementing surveys
Ability to analyse data and to generate a report
Excellent communication skills, including training and facilitation skills
Demonstrated ability to lead a team
Experience of working as part of a team
Excellent computer skills
Demonstrated experience and understanding of quality and accountability.

Thorough awareness and knowledge of gender issues and GBV; commitment to gender equality;
Knowledge of sexual and reproductive health;
Knowledge, skill, and experience in participatory methods for community development and mobilization;
Using participatory methods, engage refugee leaders and other refugee groups and individuals in active participation with all phases of program planning, development, and implementation.
Organize and facilitate monthly camp-level discussion and coordination meetings to build refugee capacity and strengthen community-based prevention and response to GBV.
Knowledge of reproductive health issues.
Knowledge, skill, and experience in participatory methods for community development and mobilization.
