Terms of Reference SNAP Information Analyst - Lebanon  Background/Context The Syria Needs Analysis Project (SNAP) is a partnership by ACAPS and MapAction aimed at strengthening the shared situational analysis of humanitarian responders by providing an independent analysis of the humanitarian situation of those affected by the Syrian crisis.  To achieve this, SNAP publishes quarterly Regional Analysis for Syria (RAS) with information on and analysis of the humanitarian needs deriving from the Syrian crisis, scenarios outlining how the situation might evolve, as well as thematic reports on specific subjects geographic regions or affected groups, to meet key information needs identified by humanitarian stakeholders. The reports are primarily based on secondary data. In addition, SNAP provides technical assistance to the humanitarian community with Joint Rapid Assessments, such as the assessments undertaken in Syria in February and May 2013 (J-RANS I and J-RANS II) and November 2013 (SINA and Dar’a) and the Multi-Sector Needs Assessment in Lebanon (March-April 2014) and by facilitating training in assessment methodology and practice. Duration of the SNAP Project: 3 years (December 2012 – December 2015) subject to funding Duration of the position: 12 May 2014 until 30 November 2014 with possible extension Purpose of the position The SNAP Information Analyst works under the supervision of the SNAP Team Leader based in Beirut and provides support to information analysis and coordinated assessments. Tasks and Responsibilities Role description and responsibilities: The SNAP Information Analyst will: Contribute to data collection for SNAP publications by attending meetings and liaising with key stakeholders in the region Collect; collate; structure and archive secondary data to feed into SNAP publications Analyse collected information and draft sections of SNAP publications as directed Work closely with NGOs and other humanitarian actors to promote information sharing and joint analysis. Translate Arabic – English as necessary Travel within Beirut and the region upon request of the SNAP Team Leader. Other tasks as directed by the Team Leader / SNAP analyst for Lebanon Requirements and Qualifications Formal education and background Desirable: Relevant university degree or higher education, preferably in humanitarian action, management, social sciences, international relations or international development. Currently residing in Lebanon Experience Essential: Minimum of 2-3 year’s experience in a humanitarian setting, preferably within the UN/NGO system. Experience in working with secondary data analysis/desk reviews Proven ability to deliver against targets and meeting deadlines within a short timeframe Proven ability to work as part of a team under pressure with limited and remote supervision and support Desirable: Knowledge of qualitative data collection methods and methodology Experience/skills in analysis and data visualisation (graphs, tables, maps, timelines etc.) Experience in working with secondary data analysis/desk reviews. Previous experience working for humanitarian organisations in Syria or the region Knowledge and skills Essential: Strong communications skills, both written and oral, and strong inter-personal skills Excellent computer skills (Windows, Excel spreadsheets, word-processing). Fluent written and spoken English Fluent written and spoken Arabic Desirable: o     Extensive knowledge of the political and humanitarian situation in the region Personal qualities Result oriented and problem solving Strong analytical skills Proven ability to work in teams Flexible and creative Structured and focused, proven ability to manage time effectively Ability to understand and adapt to complex and dynamic situations. Ability to work under pressure. Reporting line The Information Analyst reports to the SNAP Team Leader in Beirut although day-to-day management will be by the SNAP Analyst in Beirut. Duty station Beirut, Lebanon with regional travel
