Dorcas is a Christian relief and development organisation active in Eastern Europe, Africa and around the world in disaster situations. Dorcas is committed to fulfil the command Jesus Christ gave His followers to take care of the poor and oppressed (Matthew 25: 31-46), irrespective of race, religion, gender or political conviction, by encouraging self-reliance through development, providing social care and assisting in emergency situations. Since the beginning of 2012, Dorcas has been active in Syria and its neighbouring countries to support Syrian refugees and IDPs. In April 2014, Dorcas started a new project, funded by the Dutch Ministry of Foreign Affairs, to support non-registered (new coming) Syrian refugees in Lebanon in Beirut and Mount Lebanon with food and non-food items, and support them to register with UNHCR. To implement, monitor, coordinate and report on this project and future projects of Dorcas in Lebanon, Dorcas is looking for an experienced:     Project Coordinator Employment: 1.0 FTE To be stationed in Beirut, Lebanon Duration: 1 year contract, with possibility of renewal (dependent on funding availability)   The Project Coordinator is responsible for the overall field implementation of the Dorcas Aid Lebanon Emergency Programme. This includes the activities implemented by Dorcas Aid Lebanon directly, as well as through partner organizations. The Project Coordinator will give leadership to the Dorcas programme staffs, which, depending on the size of the programme can include two or more social workers, one or more project officers and/or assistants, and a database officer. He will also actively work together with the project coordinators and officers from partner organizations. The Project Coordinator is part of the management team and accountable to the country director.   Main tasks 1. Oversee the implementation of projects directly implemented or co-implemented by Dorcas Lebanon Implement projects according to the project proposal, cluster standards and general humanitarian quality standards Making sure that the project is implemented according to the set budget and monitor bookings and spending of the project on a regular basis.    Ensuring that the activities are implemented within the planned time frame and obstacles that can cause delay are solved. Ensure and measure planned results are achieved Give leadership to the project team and partner staffs that co-implement with Dorcas Lebanon.   2. Monitor the implementation of project activities implemented by partner organizations (project locations all over Lebanon). Monitor the quality of implementation of partner projects Training and support of partners in implementation of standards, guidelines and reporting   3. Develop project proposals / fundraising Developing project proposals according to donor standards and preferences for further expansion of the Syria refugee response programme of Dorcas Lebanon. Familiarity with developing log frames, activity plans, budgets and cash flow planning (in close cooperation with the accountant).   4. Reporting Ensure submission of quality reports by partners on a regular basis Check consistency and accuracy of reports of project staffs and partners Compile all reports into one overall report to submit to Dorcas headquarters in the Netherlands and / or local donors 5. Representation of Dorcas in external meetings, especially UN and NGO coordination meetings 6. Capacity building of local partner organizations and project staffs 7. Any other task the country director requests   Job requirements Excellent command of English in both speech and writing; and Arabic in speech. Minimum of 6 years of experience in humanitarian aid, preferably in an international or large local non-governmental organization (INGO). Technical expertise and practical experience in the area of food security, livelihoods and NFI distributions or another sector within humanitarian aid is a pre-requisite. BSc or MA degree in humanitarian aid, rural development or a field related to food security. Knowledge of project cycle management Communication skills both verbally and in writing; Experience in proposal writing; Planning, monitoring and evaluation skills.
