Consultant For A Study

Main objective: To conduct an assessment about existing mental health policies, programs and services available in Lebanon.  Specific Objectives of Consultant:  Mapping of available policies, action plans, standing operating processes, coordination platforms and programs related to mental health in Lebanon. Mapping of available mental health rehabilitation services provided in Lebanon. Identification of gaps in service provision through a barriers and facilitators assessment in accessing services and community participation in Lebanon. Identification of challenges and opportunities of improving mental health situation in Lebanon.  The consultant’s tasks: -  Meet main parties responsible for providing and/or supporting mental health services in Lebanon such as the : Ministry of Health in Lebanon ( MoH), Ministry of social Affairs (MoSA), local and international non-governmental organizations (MSF, APEG, Caritas, Amel, etc.), international agencies: (UNICEF, UNHCR, WHO, UNRWA, etc.), experts, consultants in MH policies in Lebanon, and other  relevant actors. - Meeting with Handicap international and technical advisors when needed. - Collect and analyze information about the existing mental health policies, programs and services available in Lebanon (including approaches and methodologies adopted, types of services, targeted population, cost, etc) - Provide HI with an assessment report in English language  including information collected, analysis done and recommendations. Meanwhile, HI will have a role beside the consultant as the following: Brief the consultant on HI activities in MH field Share with the consultant contacts HI already has. Agree with the consultant on list of targeted actors Design and Agree with the consultant on tools (questionnaires, etc.) prepared for the assessment. Validate of the final report.   Expected deliverables:  A presentation of the assessment findings and recommendations to project team. A detailed report (25 to 30 pages), in English on the current available mental health policies, programs and services available in Lebanon to be developed. The final assessment report should be including initial recommendations at level of mental health policies and services development. These recommendations will contribute to other activities in the HI project, mainly experience sharing activities with local, national and international stakeholders.
