Supply Officer Assistant – Beirut

SCOPE OF RESPONSIBILITIES Assisting the Supply Officer within the co-ordination and the guarantee of the effective and efficient project supply chain management and the implementation of all the defined standards in accordance with the MSF CH policy and standard procedures and tools defined by LogCo and Supply Manager   FUNCTION  RESPONSIBILITIES INCLUDE: Management of purchases: Perform all tasks related to  the market study/assessment. Perform all activities related to supplier selection according the validate procedures. Prepare and follow the contract with the suppliers. Follow “ quality of service” of the supplier. Supplies activities: Organize the procurement activities in line with local procedures; in direct agreement with the line manager. number of planned and unplanned orders (monthly supply report). Assist the line manager and technical adviser with responding to emergencies, Management of Orders Follow up and update the quarterly planned orders with the actual supply activities and report on monthly basis . Providing accurate data, inventory and consumption follow up for the preparation of the medical and logistic orders (local purchase) Stock management Ensure the storage is complying with the storage rules of stored products (food, hazardous substances, narcotic & psychotropic, etc.) and provide the medical teams with technical support for the pharmacy stock management Implement the defined standard tools and procedures of the stock management (reporting, materials and equipment). Prepare the monthly stock report at beginning of every month. Check on monthly basis the loan, loan non returned and donation documents and documented accordingly by storekeepers. Follow up of cold chain Freight and delivery Ensure international, regional and national freight management is done according to the procedures. Ensure all the required administrative documents of international freight are complete and coherent with the regulation Perform the assessment on the transporters (prices, transporters performance, etc) according to the time frame agreed and report the result to his/her direct supervisor. Administrative management Manage the administrative and accounting procedures related to purchasing: complete purchase orders, check delivery notes (against orders), etc. Update prices/quality (monthly) and recommend the cheapest or best purchases to the line manager and technical adviser. Reporting Prepare the weekly order monitoring and submitted to the project team (clients).a standard supply report.

EXPERIENCE REQUIRED:
 1 year experience in the area of humanitarian logistics,
 Experience in industrial logistic is a plus.
QUALIFICATION REQUIRED:
 Education: Secondary education. Vocational training in commerce.
 Language : English mandatory
 Computer literacy ( Excel , word, internet… ) mandatory
 Good technical knowledge on stock management (equipment, consumable with or without expiration date).
 Good technical knowledge on management of items, description and codification.
 Good technical knowledge on procurement (quotation system, tender, etc..)
 Good technical knowledge on transport knowledge (truck checking, loading, break of loading…)
• Good communication skills, good team spirit.
