Finance Officer

JAK PURPOSE:    To ensure effective financial management and reporting within Lebanon programme.   JOB PURPOSE: To be responsible and accountable for the day-to-day financial operations of the defined project. REPORTING LINES: Post holder reports to:  Programme and/or Project manager Staff reporting to this post:  None KEY RESPONSIBILITIES: Manage all financial transactions of the project, Maintain book keeping, and proper filing of all accounting documentation To make sure that project payments are checked properly  before come to effect  from bank or petty cash Verifying  supporting documents  for payments are adequate to process Preparing monthly bank reconciliation and cash count To prepare monthly budget monitoring report. To make sure that JAK financial report submitted as per deadline Check purchase request ensuring compliance to agreed condition of payment. Provide support to the management team and staff on financial and procurement procedures. Ensure expenditures are in compliance to donor requirements. Provide financial reports tracking detailed expenditures of the project in a timely manner. Conduct regular field audits of the project. To coordinate financial issues between Programme/project manager and Oxfam partnership finance officer Revise and audit all the payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc..  This will require seeking appropriate authorization and insuring that all supporting documents are appropriately filed. Ensure that fixed asset registers are regularly up to date. Communicates frequently with Programme and line manager to ensure that all those who need to share information are well informed. Any other responsibility or task that may be assigned by your line manager. SKILLS AND COMPETENCE: Manages resources and deadlines with minimum supervision. Good communication and interpersonal skills Recommends and implements improvements Shows evidence of high level of planning skills Responsible, flexible and adaptable Good team player and builder Excellent knowledge of accounting. Strong organisational skills, detail oriented with ability to produce accurate work under tight deadlines. Ability to adapt to a fast changing environment and numerous, conflicting job requirements. Be computer literate. Ability to speak, read, write and work in English, Arabic Proven experience working in a similar role in a small finance team.
