Shelter Program Coordinator

Solidar Suisse is a non-governmentalorganization (NGO) whose purpose is to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Suisse has been operating in Lebanon since September 2012 implementing programs in Food Security, Non Food Item distribution and emergency response.  Solidar Suisse is seeking qualified candidates for position of Shelter Program Coordinator to oversee and lead shelter projects in Nabatieh and Jezzine districts. Background:  This position will provide overall project management of the emergency shelter interventions aimed at improving the lives of refugees from Syria and providing critical support to host communities. The Shelter Program Coordinator will ensure all shelter activities are delivered on time, within budget and to a high quality in line with Solidar Suisse, donor and SPHERE standards. This position will represent Solidar Suisse at Shelter Coordination meetings in the southern region of Lebanon and support the development and review of the Solidar Suisse Shelter Strategy. Primary responsibilities: S/he will report to the Country Representative to support her/him in assigned duties and specifically those tasks that relate to overall shelter management including: project planning, implementation, reporting, monitoring and evaluation, according to guidelines stipulated in the agreement between Solidar Suisse and donors of project. Ensure in collaboration with Technical Specialist (monitoring and evaluation) that all Solidar funded projects are managed and reported in a manner which achieves the goals, objectives and results of the project and are in line with Solidar, donor and SPHERE guidelines and in a manner that demonstrates sound resource management, judgment and accountability. Prepare narrative reports for multiple donors and ensure oversight of possible no cost and cost extensions Oversee the financial management of the shelter projects in coordination with Finance and HR Manager Contribute to the strategic direction of Solidar Suisse as a member of the Senior Management Team  Project Assessments Assist in the design and testing of assessments and conduct sector assessments that ensure they adhere to methodology and formats Participate in the analysis of information gathered to support shelter project design and planning   Project Implementation Manage shelter and WASH field staff and ensure strong communication within the shelter team. This includes recruitment, performance management and team building. Develop and monitor shelter project workplans and ensure activities are implemented on time, within budget and to Solidar Suisse, donor and SPHERE standards. Ensure the shelter field team complies with Solidar Suisse and donor technical and operational requirements and regulations. Conduct regular management team meetings, to share lessons learned and review and update the project plans of actions if needed  Monitor the quality and timeliness of delivery, handling and utilization of all resources in the field Ensure project documents are properly filed in accordance with donor requirements and kept secure Supervise and coach a diverse team while also implementing Solidar Performance Management systems.   Coordination Facilitate effective communication flows between refugees, Solidar Suisse’s field team, volunteers and local community groups to ensure full integration of Solidar Interventions Represent Solidar Suisse’s shelter program at relevant internal meetings, local government meetings, INGO and other coordination meetings as required. Contribute to the development of project proposals according to Solidar strategy Monitor the political and security developments throughout the areas of active and potential implementation; provide regular discussion with the senior management team of the same Perform other related duties as may be assigned

• A Masters degree or equivalent in a relevant field. A technical diploma with higher university degree in management or law would be highly favoured.
• At least five years relevant working experience in a position which involved complex project management, including staffing and budgetary responsibilities.
• At least two years management level experience in the shelter and/or WASH sector.
• Excellent oral and written command of Arabic and English.
• Prior experience on the practical implementation and monitoring of activities to SPHERE standards, particularly shelter and WASH.
• Excellent organizational and time management skills and ability to prioritize and follow up on issues in rigorous manner
• Strong communication and team building skills, and demonstrable experience establishing and maintaining positive internal and external working relations.
• Experience at taking the initiative, multitasking and meet tight deadlines to high quality standards
• Experience implementing humanitarian or development interventions is highly desirable
• Advanced demonstrable skills in report writing, monitoring, sector analysis and evaluation.
• Strong negotiation and mediation skills
• Computer skills in word processing and spreadsheets
• Willingness to travel and work at field level
• Commitment to ensuring the protection of refugees
