(Under the direct supervision of the Senior Operations Officer and the overall guidance of the COM/Officer in Charge the incumbent will be responsible for the following:
DUTIES AND RESPONSIBILITIES
The IOM escort's primary responsibility is to act as an external representative of theInternational Organization for Migration and to ensure the safe and efficient transport ofpassengers from the point of origin of the movement to the passengers' destination. Theescort's duties include, but are not limited to, the following :
1) Prior to movement
Each escort is responsible for contacting the office staff person organizing the movementallowing sufficient time to learn all pertinent details of the movement and to take care of anyadministrative formalities. These include:
• assisting in the co-ordination of movement schedules with IOM staff:• assisting in the preparation of all necessary items - i.e ., forms, documents, phonenumbers, IOM bags, etc.; and insuring that the escort has all necessary items in his/herpossession prior to the start of the movement• reporting to administration (not later that 15:00) to collect travel advance and to insurethat necessary travel authorization forms, etc., have been properly prepared and signed.
2) During the Movement
• driving and caring for IOM vehicles used during movement; insuring vehicles are keptclean; and locking and engaging the alarm when vehicle is not in use;• informing passengers of travel itineraries and procedures;• accounting for all passengers appearing on nominal roll and informing IOM Beirut office,prior to departure;• organizing passengers for check-in and seating procedures;• assisting passengers with baggage;• handling visas, travel documents, and other official items;• handling all necessary money or funds allocated for use during the movement;• collecting all receipts and bills incurred during the movement;• coord inating routing schedules with bus drivers and organizing rest stops (if necessary);• organizing food distribution (if necessary);• acting as an IOM liaison with other agencies involved or associated with the movement;• acting as an IOM liaison with border police and other border officials;• coordinating with IOM staff members or other officials at the point of destination;• immediately informing IOM Beirut office of any problems, changes, or complicationsencountered during the movement:• finding immediate solutions for minor problems or disturbances.
3) Post-Movement
• reporting to IOM Beirut office as soon as possible after completion of assignedmovement;• reporting to administration and finance concerning costs, etc" and returning all unusedfunds, receipts, and bills incurred during the movement;• returning IOM vehicles, keys, and documents to the IOM Beirut office and reporting fuelconsumption and any damage to the vehide;• returning all unused visas, travel documents, and other official documents to the personresponsible for organizing the movement.
All escorts, while under IOM employ, must respect and abide by all rules andregulations of the International Organization for Migration. As representatives of IOM, it isexpected that all escorts will conduct themselves in a mature and professional manner at alltimes. During a movement, and while otherwise actively employed by IOM, escorts shouldrefrain from expressing any personal political opinions, biases, prejudices or other viewswhich may be misinterpreted as being those of IOM.
IOM is an internationally recognized inter-governmental organization, and escortsmust at no time, through actions or comments, jeopardize the good name and standing ofthe organization. Therefore, it is imperative that escorts dress appropriately and arerespectful and professional when inter-acting with other agency officials, governmentalofficials, border police, and the refugees themselves.
IOM escorts must also accept responsibility for the well-being of the passengersduring the movement's entirety. Additionally, escorts must engage in no other activities whileworking as an escort. Escorts who are found engaging in private business, smuggling,misrepresenting trip/hotel costs, etc.; or who are found to be intoxicated while escorting ordriving , will be unconditionally terminated.
