Job Announcement – Regional Finance Manager
International Orthodox Christian Charities (IOCC), headquartered in Baltimore, MD is the official humanitarian aid agency of the Assembly of Canonical Orthodox Bishops of North and Central America. Since its inception in 1992, IOCC has delivered $438 million in relief and development programs to families and communities in more than 50 countries.IOCC seeks a highly motivated and experienced individual to join the Middle East Regional Office and serve as Regional Finance Manager at its Beirut, Lebanon office. The Regional Finance Manager will work closely with the Regional Director, Country Representatives, Program/Project Managers and local and US-based financial staff to oversee all of the financial activities for the Region to include Lebanon, Jordan and Syria.
As the head of a regional finance team, the Regional Finance Manager leads all efforts in finance support for IOCC field offices, requiring regular communication with field finance staff in the country offices of the Middle East region, and HQ staff. As the line manager of the regional finance team composed of Accountants for Lebanon, Jordan and Syria projects, the incumbent directs the finance team in ensuring that all field financial activities are managed and administered according to IOCC and donor regulations and policies; provides financial capacity building to Middle East country office staff; focuses on accounting, financial reporting, and compliance with IOCC policies and donor regulations; strives for operational excellence that enables IOCC to continue to grow; evaluates, develops, and implements operational best practices in areas including financial reporting, budgeting, and financial compliance; builds constructive and effective relationships with team members, HQ staff, partners, and donors.
Primary responsibilities include, but are not limited to:
Supervising and evaluating the activities and financial tasks of the accountants responsible for the projects in the region.
Providing oversight in the production of monthly reports/schedules to HQ, including monthly cash requests, bank reconciliation statements, trial balance, financial statements and work papers.
Providing oversight and analysis of financial information for the production of financial statements including monthly and annual records, as well as maintain financial data base.
Ensuring financial records are maintained in compliance with generally accepted accounting policies and procedures.
Ensuring all strict financial reporting deadlines are met, including accurate and timely monthly, quarterly and year-end closing schedules; with reports submitted to HQ and appropriate Legal Authorities.
In coordination with Country Representatives, Program/Project Managers, Coordinators, and Programs staff, working to manage and support the budgets and forecast activities and the creation of financial management reports.
Monitoring the implementation of established organizational accounting control procedures and resolve accounting discrepancies and irregularities; may implement local procedures to meet this function.
Facilitating the preparation of internal and external audit reports and procedures required, and coordinating the audit process with preparing schedules or accounting reports, as needed.
Ensuring accurate and appropriate recording of non-program expenses, as well as analyzing and advising on business operations and financial commitments.
Monitoring and supporting proper implementation of taxation issues, both domestic and regionally.
Providing accounting and technical support to project staff while assuring compliance with internal control, donor regulations, and budget restrictions.
Contributing towards program planning by overseeing the development of budgets, and by overseeing and reviewing cost estimations.
Ensuring that each office properly prepares all necessary tax returns and reports and registration or permit renewals.
Ensuring that sub-recipient policies are implemented appropriately, per established procedures.
Ensuring that local recruitment and employment procedures are in accordance with ruling legislation of the respective country, in keeping with budget parameters, and in keeping with organizational guidelines.

Qualified applicants will possess:
University degree in Accounting or Finance required (accounting is preferred); master’s degree is a plus
7-10 years of related work experience with track record in similar finance environment in the non-profit sector (or equivalent combination of education and experience)
5-7 years of experience in the NGO environment (emergency response desired); managerial or supervisory experience
Experience with international donors
Ability to be flexible and adaptable with experience in managing multiple programs and large diverse teams while meeting strict deadlines
Strong financial management, critical thinking, analytical and reconciliation skills
Ability to build strong personal and organizational relationships with all internal and external staff and contacts
Ability to think strategically, analyze issues, and make appropriate recommendations
Excellent communication skills (verbal, written, listening) in English; Arabic also preferred
Proficiency in Microsoft Office Suite applications with proficiency in Excel and use of General Ledger packages
Strong organizational and problem solving skills with attention to detail
