PURPOSE OF POSITION:
This position will contribute to the development and implementation of the Syria Response Humanitarian Advocacy strategy for World Vision Lebanon. It will re-enforce WVL’s ability to credibly engage with donors and decision makers from the local to global levels, helping WV leverage its presence, results and brand to ensure the following:
Influence donors policies to increase funding for child protection and education sectors
Improved access for children to humanitarian assistance services in Lebanon
Empowerment of children and their communities to build peace and to understand their rights to access services
Major Tasks:
Strategic Engagement
Develop and implement WVL’s humanitarian policy strategy in alignment to WV regional Syria’s humanitarian advocacy strategy which focuses on issues of child protection, humanitarian coordination, funding, and access.
Contribute to the monitoring and the review of FY14 advocacy strategy in close collaboration with the regional Advocacy Manager to the Syria Crisis.
Provide ongoing, bi-weekly context analysis of the unfolding situation on the ground based on operational, security, humanitarian and political changes to the National Office, Regional Office and Support Offices
Policy Influence and External Engagement
Develop and update humanitarian policy positions & messaging on a regular basis
Initiate and direct field research & analysis on emerging issues with a focus on child protection concerns.
Support Senior Leaders in their high-level political representation meetings.
Actively participate in humanitarian advocacy initiatives of LHIF contributing to initiatives strategic to WVL
Build bilateral strategic relationships with aligned policy and advocacy NGOs and civil society with a focus on child protection issues.
Team work and Coordination
Promote & foster relationships with other Syria response teams - in particular working closely and in complementarily with Adocacy team, CIE/Protection and Communications Advisors.
Coordinate and work closely with the Response Team and Response Manager and keep abreast of response activities and issues by regularly attending Response Team Meetings and participate in other relevant information sharing with the Response Team.
KNOWLEDGE AND SKILLS
Good understanding of the role of the UN in humanitarian emergencies, its agencies and ways of working
Good research, policy analysis and report writing skills
Experience in external engagement with donors, NGOs, UN agencies, etc
A full commitment to World Vision’s humanitarian mandate.
Excellent organizational and time management skills
Excellent English skills, in particular writing and editing skills.
Arabic language skills.
Interpersonal, communication, training and facilitation skills.
Must be a collaborator and team builder committed to the transfer of knowledge.
Ability to work effectively under pressure.
Computer literate with a high degree of proficiency and productivity.
Experience of developing systems to capture and measure impact of advocacy activities
Full adherence to World Vision Lebanon Child Protection, Code of Conduct and Conflict of Interest policies.
Ability to work in a team.
Must be able to represent World Vision to major program donors in a highly professional manner, in person and in writing.
Ability to travel extensively within Lebanon, and to work effectively with refugee communities.
Displays ultural, gender, religion, race, nationality and age sensitivity and adaptability.
Clear understanding of the workings of major donor perspectives, requirements and standards.
Experience in designing questionnaires, conducting surveys and analyzing data.
