Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.
POSITION GENERAL INFORMATION

Starting date: 17.03.2014
Duration: 6 Months (extendable if funding secure)

Under the direct supervision of: WASH Project Manager
Under the indirect supervision of: Project Implementation Coordinator

WASH Supervisors, Field Officers and Field Workers
Under the overall supervision of: Field Program Coordinator
OVERALL MISSION
General objective
Under the direct supervision of the WASH Program Manager, the Hygiene Promotion & Community MobilizationTechnical Advisor is responsible for the design of the HP and Community Mobilization activities. He/she develop all the methodology of the field works (comprehensive Activity Forms with BoQ and design) and he/she is responsible for the capacity building and training of the Field Implementation team. The HP Technical Advisor position’s major objectives are to properly achieve the following global tasks:
Design the methodology of all HP & Community Mobilization activities with detailed activity form including BoQ, design and contract;
Develop any pedagogical and methodological tools adapted to the training and capacity building of the Field Implementation Team and Contracted Teams;
Design and capitalisation of all aspects of the project in direct link with the WASH PM and WASH Coordinator.
Responsibilities and tasks
Activities design/Activity Form writing
- Take part in the technical assessment and design of all program activities based on TWiG and Humanitarian
standards;
- Share the methodology and technical design with the Field Implementation team members, beneficiaries and
contractors;
- Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions.
Assessment, monitoring & evaluation of activities
- Assess regularly the WASH activities and make adjustments if any;
- Collect any relevant information from the communities and partners;
- Analyze and monitor the qualitative and quantitative results of the WASH activities.
Capacity building/tranfer of knowledge
- Day to day sharing of knowledge and experience with the full team trough office workshop or field practice events;
- Organize training sessions for the Team Leaders and Field Officers in link with the Field Implementation Team
Leader and WASH Program Manager;
- Develop any pedagogical and methodological tools adapted to the local context.
Capitalization/Institutional knowledge Building
- Ensure technical field coordination by being part of Technical working groups at field level or organizing bilateral
meetings;
- Develop comprehensive activity charts comprising detailed cost estimation, Autocad design and implementation
strategy;
- Identify appropriate technologies following the Emergency Humanitarian Standards and National Standards;
- Technical capitalization works for the whole mission in collaboration with the WASH Program Manager and WASH
Coordinator;
- Develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of
intervention…);
- Support to the definition of new program’s strategy and to proposal writing.
The tasks and responsabilities defined in this job description are not exhaustive and can evolve depending on the project needs.
QUALIFICATIONS
Mandatory requirements
Language skills: Fluent in English (speaking/reading/writing)
Education degree: Baccalaureate/University degree in Health, Social or Medical sciences
Work experience: 2 years experience in a similar position (NGOs/private companies) in Health, Social or Medical fields
Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook, PowerPoint, Corel Draw, Adobe
Other:
- High knowledge in Health, Social or Medical Sciences
- Good pedagogical skills
- Good knowledge of Lebanon, willing to travel a lot locally and valid driving license
Assets
Other knowledge:
- Good skills in reports and contracts redaction
- Arabic and French (spoken) would be highly appreciated
Interest:
- Strong motivation to help people in needs
- Understanding of the political situation in the area
Transversal skills:
- Well organized
- Conflict resolution and diplomacy experience
