Consultancy: End Of Project Evaluation Wash And Cash

This evaluation TOR is for ECHO funded project implementing interventions in NFI for winterization as well as WASH activities in Lebanon and Jordan. Lebanon and Jordan are the 2 countries most affected by the Syria uprising, and at the time of this project design, were hosting 506,941 and 473,631 persons of concern, respectively, (UNHCR) out of the estimated 1.6 million Syrian refugees in the region. The latter number is expected to rise to 3 million by the end of the project as the violence in Syria continues to escalate. While Jordan is home to what is now one of the largest refugee camps in the world, around 2/3 of the refugees are staying in host communities. As in Lebanon, more and more refugees are unable to afford adequate accommodation with access to basic WASH services and protection against the elements. In Jordan, CARE reported that 57% of refugees do not have access to drinking water at HH-level and have to buy purified water, which puts additional strain on their already stretched monthly expenditures with an average shortfall of 185 JD.       PURPOSE of the evaluation: The focus of this evaluation is two-fold: An assessment of the project strategy and implementation; and A measurement of the achievements of the program outcomes and recommendations to guide future programming.         OBJECTIVES of the evaluation: To assess the project alignment with overall WVL and WVJ response strategy and operations strategy including the project design; To identify relevance/appropriateness, efficiency, effectiveness, and connectedness of the project as well as its overall impact on the target community (positive, negative, intended impact, unintended impact...); To assess the effectiveness towards achieving each project outcome and goal based on the current logframe design, monitoring and evaluation data. To examine the management aspects of the project including staffing, resource allocation and use, policies, coordination arrangements, administration, monitoring, reporting and documentation, among others; and To provide insight into why interventions succeeded or failed and give strategic and operational recommendations for future similar interventions. Qualifications: The consultant should have the following competencies and experience: At least 5 years of progressive proven experience in similar studies and in using both qualitative and quantitative research methodologies and data analysis; Previous evaluation experience of water, sanitation and hygiene related projects; Extensive professional experience in the design and implementation of outcome and impact evaluations; Good analytical and critical thinking; Proven knowledge and experience in applying participatory research methods and tools; Advanced degree in relevant field (e.g. Social Sciences, Public Health, Epidemiology or any related technical field); Good understanding of the Syria Crisis and Humanitarian Standards; Familiarity with civil society and NGO engagement and work in the Syria Crisis; Ability to work on tight schedules with minimal supervision; and Good English speaking and writing skills (Arabic is preferable).
