Procurement Specialist - Engineer

Under this scope of work, the Procurement Specialist shall perform the following tasks, including but not limited to the following: Lead efforts for the procurement of commodities, works, and construction services including but not limited to equipment and spare parts for infrastructure projects and construction subcontracts. Manage the procurement life cycle, including simultaneous procurements and construction projects across Lebanon to ensure that high-quality structures are completed on time and within budget. Ensure all goods and services over the amount of $500 are properly competed and procured. Issue Requests For Proposals (RFPs) on behalf of the WISE-Lebanon team and participate on selection panels to ensure transparency and compliance at all steps. Work with the WISE-Lebanon technical team to prepare and finalize tenders, bidding documents, technical specifications, contracts, schedules of completion, and evaluation reports. Work with the WISE-Lebanon technical team to prepare advertisements for the construction tenders and place the ads in at least two widely read local and national newspapers. Work directly with local, regional or international vendors, service providers, and subcontractors to obtain quotations and/or initiate procurements of requested commodities, works, and services. Liaise with vendors and subcontractors and serve as their point of contact throughout the procurement process: arrange bidder meetings, compile clarification questions from bidders and work with the WISE-Lebanon technical team to prepare responses; coordinate evaluation committees, vet vendors and service providers, etc. With input from the WISE-Lebanon technical team, manage the prequalification process for Lebanese construction firms and vendors for procured goods. Manage the shipping and installation of procurements as necessary, and identify needs for capacity building for proper use of equipment in coordination with the WISE-Lebanon technical team. Travel to inspect equipment or consolidate shipments as necessary. Ensure that all procured equipment and construction materials comply with the USAID geographic code 937 requirements and that they are properly labeled and branded, where applicable. Participate in negotiating terms and conditions of contracts. Monitor contracts and purchase orders issued to subcontractors and vendors and follow up as necessary to ensure compliance to terms and conditions. Provide training, coaching, and advisory services to WISE-Lebanon staff, beneficiaries, subcontractors, and vendors related to the procurement policies and procedures, including tenders, technical evaluations of proposals, and contract management. Assist WISE-Lebanon administrative staff on the procurement of commodities and professional services for the field office. Work with Chemonics’ home office procurement and contracts experts and project management unit (PMU) to ensure all bidding documents and subcontracts adhere to Chemonics’ and USAID’s procurement policies, use the most updated templates, and meet the necessary quality standard. Under the direction of the COP, be responsible for monitoring the IT Service Provider’s performance under the fixed price subcontract and handling all communications with the Subcontractor (IDS). Duties shall include intermediating between the WISE-Lebanon project’s users and IDS; articulating and channeling the WISE-Lebanon requests to IDS, and supervise and log in the work conducted on each visit; receiving all the suggestions and comments from IDS and if appropriate, transmit them to the COP. Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file including memorandums of negotiation for all procurements. Maintain detailed notes to document all procurements processes and evaluations. Respond in a timely manner to procurement requests from the WISE-Lebanon technical team and provide procurement status reports when requested. In all matters acts as a member of the WISE-Lebanon team, advising and working with other staff members to ensure project goals of the WISE-Lebanon program are achieved. Review all indicators for continued relevance to intended results and be responsible for liaising with the Chemonics home office, including the PMU and other Monitoring and Evaluation specialists, to carry out the responsibility, under the direction of the COP. Adjust performance indicator reference sheets, as often as required by the PMU, using accepted methods of data collection and calculation of indicator values. Coordinate with the WISE Technical Team and determine which baseline data exist and which ones need to be collected; if appropriate, develop scope of data to be collected by subcontractor(s) as part of their duties in assessing baseline conditions of the Water Establishments or in performing design functions or in conducting environmental reviews or environmental assessments. Coordinate with the Technical Team members regarding their roles and responsibilities for data collection, processing, and dissemination and use, ensuring complete understanding of their role in effective performance management. Oversee and manage the technical staff regarding their responsibilities and timelines, while ensuring that data collection and analyses are timed to meet the needs of reporting requirements. Design and share spreadsheets as well as formats for reporting information. Maintain storage on the server of M&E data, ensuring completeness and accuracy of what is stored. Ensure data quality and integrity by periodically conducting spot checks during scheduled field visits to verify data and investigate any data anomalies. Systematically and regularly communicate progress against targets to project staff. Perform any other tasks requested by the Chief of Party.

Job Qualifications: • Bachelor’s degree in Civil Engineering or Mechanical Engineering or Industrial Engineering • Experience and/or good understanding of USAID procurement procedures and/or regulations strongly preferred. Experience with other international donors will be considered. • Knowledge and previous experience working in the Lebanese water sector strongly preferred • At least three years of relevant work experience with procurement, commodity management tracking systems, and monitoring and evaluation (M&E) systems • Strong organizational, management and administrative skills, including verbal and written communications in Arabic and proficiency in English • Working proficiency in basic office computer applications including MS Word and Excel required • Ability to work in a professional and cordial manner with fellow staff members, visitors, water establishments, governmental entities, and construction contractors. • Both women and men applicants are encouraged to apply
