Finance Assistant

The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings.  The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors.  Job Overview/Summary: With the guidance of the ERD Finance Officer, the Finance Assistant is responsible for day-to-day data processing while keeping in line with IRC policies, procedures. Major Responsibilities: Monitor the ERD program expenses and invoices connected to the Mount Lebanon Livelihoods Center in accordance with IRC internal finance control procedures. Maintain the petty cash system at the Mount Lebanon Livelihoods Center in accordance with IRC policies and procedures.  Liaise with the ERD Finance Officer and ERD Coordinator on budget charges and payments.  Review payments related to the Mount Lebanon LC under the supervision of other Finance staff. Ensure maintenance of the records related to all cash related documents and submission once advised, in consultation with Finance Officer, to the finance department immediately following the distributions. Prepare pre-paid ATM card load authorization files in consultation with all program managers and send authorization requests to the Finance Department when needed for card loading, under the supervision of the ERD Finance Officer. Attend cash assistance distribution sessions ensuring the signatures of beneficiaries, ERD program representatives and IP (if any) on all requested documents. Collect the records of attendance and make sure they match the ones submitted to Finance. Regularly request and monitor beneficiary withdrawal reports and monitor the remaining balance on the ATM cards, ensuring all the remaining ATM balance is transferred back to IRC account at the end of the grant. Preparation and checking of bank reconciliation statements and reports of all accounts on monthly basis and ensure the filing of these reports. Coordinate with the program staff to make sure that all documentation are valid and present on time in order to have the Beneficiaries cards loaded on time. Ensure filing of all cash authorization documents in hard and soft copy.  Ensure submission of all cash related documentation and reconciliation with finance department as needed Other administrative duties supporting the Mount Lebanon Livelihoods Center and related payments as assigned. Key Working Relationships: Position Reports to:  ERD Finance Officer Position directly supervises:  None Indirect Reporting: Sr. Livelihoods Officer, Mount Lebanon, Finance Manager Other Internal and/or external contacts: Internal: Other Livelihoods Center Staff, Conditional Cash Manager External:  Job Requirements: Bachelor’s degree in Accounting or Advanced Diploma in Accounting from recognized College/Institution (or degree) Computer literate with some experience in excel, accounting package knowledge Effective communication skills, both written and verbal Fluency in English and Arabic Ability to prioritize among multiple tasks and make decisions. Team player. Can work in stressful environment. Working Environment:  Travel and other requirements: Staff will be based in Mount Lebanon with some travel required between the field office and the main IRC office in Beirut.
