DRC Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.
DRC is inviting local candidates to apply for the position of Monitoring and Evaluation Officer to support its activities in Tyre.
Duties and Responsibilities
General Responsibilities
The M&E Officer is responsible for supporting all M&E activities at the Field Office (FO) level – including technical support to DRC program/sector managers and implementing partners (IPs), the regular monitoring/field visit schedule, and quantitative/qualitative data collection and evaluation activities;
In close collaboration with the Head of Office (HoO), plan and implement the daily/weekly/monthly work plan for M&E in the South area;
With support from the M&E Coordinator (Beirut), ensure Field Office and implementing partners receive guidance, support, and training to strengthen M&E across all DRC South sectors and projects.
Specific Tasks
In collaboration with the HoO South and the M&E Coordinator (Beirut), develop and establish the M&E system for the DRC South Field Office – including a training and capacity development plan for DRC and IP staff;
Consult and support sector/program managers and field office staff with M&E tools relevant to their sectoral area and specific projects;
Ensure M&E activities are completed according to DRC standards and schedules, including timely reporting and referrals of special cases to relevant programs/sectors or the HAP focal point;
Track and compile progress reports on M&E activities and findings at the FO level;
With support from the M&E Coordinator (Beirut), design and implement the training and capacity development program for DRC South and IPs;
All other duties related to M&E as directed by the HoO (South).
Essential Qualifications/Experience
Required
At least three years relevant professional experience working in emergency, development, community, or social work sectors;
An advanced university degree (Masters) OR Bachelor degree with significant professional experience;
Languages: Fluency in English and Arabic required, with strong report writing skills;
Experience in participatory assessments and monitoring, quantitative and qualitative data processing/analysis, facilitation and interviews with groups and individuals;
Strong IT skills – particularly with Microsoft Office suite (strong Excel skills essential);
Good contextual knowledge of the South area – including local issues, community priorities, social and cultural realities and constraints, and organizational relationships;
An excellent sense of humor, patience, and great attitude is absolutely essential to the position.
Preferable
Training and capacity development experience;
Experience using database software and processing/analyzing quantitative data
Knowledge of or experience implementing HAP.
