Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: The Procurement Manager has responsibility for the oversight and management of procurement within Lebanon, for a growing emergency and development programme. The post holder is responsible for effectively managing procurement staff and assets, ensuring effective and accountable logistics support to Save the Children emergency programmes in the country of operation.   He / She will support the Logistics Director on the best use of Save the Children’s resources.   The Procurement Manager will contribute to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, Save the Children Minimum Standards and Code of Conduct, SCI Global Policies and Guidelines, and will endeavour to implement sustainable systems and transfer knowledge and skills to existing staff.   KEY AREAS OF ACCOUNTABILITY:   Strategic management Translate SCI Global Policies into an effective, responsive logistics structure inLebanon Support and strengthen country office procedures and policies as necessary for the effective management of the procurement and assets. Coordinate all procurements with the field offices, in line with Save the Children guidelines. Ensure field logistics teams are provided relevant reports on a regular basis   Supply chain management Ensure all procurement is compliant with appropriate Save the Children and donor regulations.  Ensure international and national importation and transportation of freight by land, sea and air is in line with programme budgets and needs, and that the most cost effective and reliable means are used for the timely delivery of supplies to projects. Compile and analyze procurement trackers and reports Maintain a pipeline tracker up to date In collaboration with the Senior Logistics Manager, develop procurement strategies for the country Develop and maintain contract tracker Coordinate and launch national tenders in collaboration with field offices Asset Management   Ensure a centralised Asset Register is maintained, that all programme assets are logged, issued with unique asset numbers and ID cards, and are tracked throughout the country. Ensure proper follow up on asset disposal according to SCI and donors policies Ensure that physical inventories and reports are provided on a regular basis     Relationship management Liaise closely with the Finance Manager to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting, and manage logistic budgets in line with standard budget monitoring procedures.
