BACKGROUNDOxfam Italia mission in Lebanon focuses its work on the following three main areas of need: economic justice, access to essential services, promotion of good governance practices.
a) overall accounting and financial reporting activities related to the implementation of OIT projects in the framework of the abovementioned Programs. He/she will ensure that they are in compliance with relevant legal/statutory and procedural reporting requirements, and that appropriate internal controls and procedures are in place to support such compliance, inter alia, for: - management and organization of accountancy papers;- budget follow-up and monthly planning of expenses; - cash flow (cash flow, final balance and budget analysis);- bank and cash reconciliation; - financial proposals, intermediary and final financial reports of the projects;- follow-up of contracts with service providers;- staff cash advances and reimbursement.b) management of all financial and administrative issues related to local partners activities:- supervision of financial reporting, including supporting documentation, to be submitted by partners- assistance to partners in preparing financial reporting, staff working contracts, contracts with suppliers, etc.c) management of the procurement of goods and services in accordance with the Donors and Oxfam procurement guidelines and procedures and in liaison with Oxfam GB logistic department. It includes, inter alia:- preparation of advertisements and organization of procurement arrangements;- preparation of all procurement documents (e.g. bidding documents/request for proposals, draft of contracts, bid Evaluation Reports, and notification of award);- contract management;- arranging inspection.d) assisting OIT Country Representative and Project Managers in the organization and follow up of the logistics and administrative aspects related to the implementation of the projects, inter alia:- office procedures regarding the handling and archiving of documents, use of equipment and supplies, office layout and security, update the project inventory, and prepare the handover of the project assets;- organization of workshop/seminars, meetings, and other project related events;- arranging local and international travel bookings and prepare itineraries for Project’s staff and partners- performing other related issues as required.
