Youth Programmes Coordinator

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:       The position will work to support, expand and promote Save the Children’s cross-sector youth development programming in Lebanon, guided by the SC Lebanon Adolescent and Youth Strategy. The position will drive development of strategic partnerships, and closely support the development and implementation of proposals.   Other key responsibilities include supporting Technical Advisors, Programme Managers and local partners to design, pilot and deliver the field programs, designing and supporting training sessions and monitoring tools, and participating in strategic discussions and planning meetings.  Specifically, the position will support teams in the country office make effective links to child protection, livelihood, education and health interventions within targeted adolescents and youth programmes and facilitate knowledge and practice exchange amongst them. The post-holder will work very closely with the sector advisors engaged in youth work, and specifically with the youth livelihoods coordinator (reporting to the Food Security & Livelihoods Advisor) and the ASRH Officer (reporting to the Health Advisor)   In addition, the Youth Programmes Coordinator will support documentation and knowledge dissemination of lessons learned and innovations from both adolescents/youth programs in the field offices to further support Save the Children’s strategy for adolescents and youth across the sectors. S/he will also support fundraising and program development efforts in primary areas of technical expertise.    KEY AREAS OF ACCOUNTABILITY:   Program Development and Design Participate in the continuous assessment of youth needs(at national and localised level) and ensure that these are appropriately reflected in programme design Support the Technical Advisors and Programme Managers in building relationships with partners in the area of Child Protection and adolescents/youth livelihoods, including seeking strategic funding or partnership opportunities, as well as coordination with other in-country and regional stakeholders. Provide technical support to other sectors and partners in the country within area of responsibility, including but not limited to: assessments for program design and start-up, and development of monitoring and evaluation tools and approaches in coordination with MEAL Technical Advisor and operational MEAL staff   Support proposal development in the area of adolescent and youth programming and ensure buy-in and collaboration across sectors. Support the Youth Steering Group to finalise SC Lebanon’s Adolescent and Youth Strategy, in coordination with relevant sector Technical Advisors, Youth Livelihoods Coordinator,  ASRH Officer and the Regional Youth Advisor, including documentation of the process, designing and managing youth and community consultations and communication of the strategy at Beirut and field level Support relevant sector TAs with identification and development of sources of funding for new and on-going adolescent/youth development activities Respond directly to field office (Area Managers and Programme Managers) requests on needs and opportunity assessments, program design and implementation, partnership development, capacity building (see below), program evaluation and strategic planning to achieve  high quality results in primary areas of responsibility Liaise with relevant sector Technical Advisors on innovations to ensure coordination and integration where possible in developing multi-sector interventions, and to expand coverage of essential services for adolescents and youth Participate in the development of the sector policies and work plans   Capacity Building and Learning Build relationships and collaborate with adolescent/youth development teams in the MEE Region to explore and develop links to adolescents/youth focused activities, and work with relevant sector Technical Advisors to develop programme strategies to increase access to practical skills development and employability for adolescents and youth  Identify, promote and manage opportunities for cross-learning for staff in field offices and partner organisations in key areas of relevance to their development Identify and facilitate staff development opportunities for field office staff in the area of adolescents and youth programming Develop locally adapted tools and approaches for older adolescents and youth programming based on field work experience in the region, and specifically as relates to assessment and design and monitoring and evaluation in collaboration with MEAL Technical Advisor   Monitoring and evaluation Ensure clear plans are in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives for adolescent & youth programming Ensure that lessons learnt are shared and capitalized on both internally and externally Oversee evaluations of adolescent/youth programming   External relationships Develop and maintain relationships with key partners for adolescent/youth programming, including other INGOs and NGOs, research agencies, and relevant government authorities Represent Save the Children at appropriate coordination or steering group meetings, nationally and internationally   Technical Leadership & Management Support the collection of documentation and share information on developing best practice within the PDQ and Operations team, including on-going programme analysis at field level SKILLS AND BEHAVIOURS (our Values in Practice) Accountability: Holds self accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved Creates a managerial environment to lead, enable and maintain our culture of child safeguarding Ambition: Sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same Future orientated, thinks strategically and on a country wide/global scale Collaboration: Approachable, good listener, easy to talk to Builds and maintains effective relationships with colleagues, Members and external partners and supporters Values diversity and different people’s perspectives, able to work cross-culturally.
