Senior Administrator

COOPI – Cooperazione Internazionale is an humanitarian, non confessional and independent organization that fights against all kinds of poverty to make the world a better place. Founded in 1965 by Vincenzo Barbieri (Italian "father" of international volunteering), COOPI is based in Milan and it has 25 headquarters Worldwide. It works to assist populations struck by emergencies (disasters and conflicts) and to facilitate their civil, economic and social development. In 2012, COOPI managed about 48 millions euro; 94% of the funds was employed for the field projects and 6% for administrative costs. COOPI relies on the expertise of 32 employees and 47 consultants in Italy, 121 expatriates and 4.500 local operators. In 2012, COOPI reached 3,6 millions beneficiaries. COOPI is known as the “We do it NGO”. In Lebanon, COOPI has already operated and developed humanitarian projects in South Lebanon during the years 2003-2005 and now is setting up a new office in Batroun (the registration process for the recognition in Lebanon as INGO is in progress). In response to the influx of Syrian refugees in Lebanon, COOPI is going to implement a multi-sectoral relief program in Lebanon.  The program will provide assistance to Syrian refugees, through Lebanese entities, and host communities in North Lebanon, in the three Districts of El Batroun, Bcharré, El Koura.   JOB DESCRIPTION   Job Title: Senior Administrator Project Title: Improvement of living conditions for populations affected by Syrian unrest in Lebanon Duty station: Batroun, Donor: UNHCR Direct supervisor / Reports to: Country Administrator / Project Manager   Main Tasks Manage the invoices, the MERLINO (COOPI electronic accounting system) accountability program and the cash in the office; Supervise and update cash transfers from the HQ to the field, check the balances in the banks and prepare the funds requests upon current balances and projects’ needs together with the Management; Arrange the MERLINO and all financial and administrative documents necessary to submit financial reports to Coordination; Supervise and work in close coordination with the administrative responsible of other COOPI projects; If required, train the accountants and the administrators of other COOPI projects; Apply and manage the correct administrative procedures of COOPI; Keep supervising proper filing of local staff documents (contract, copy of personal documents, count of leaves, sick leaves, warnings etc.); Manage the receipt book; In coordination with the local coordinator, the field officer and the international staff, prepare the salary for the staff and the workers on the field; Calculate and notify any expenses to be paid by the Country coordination, such as insurances, taxes, contributions for the local staff, bills, if any; Monitor the expirations of contracts and salary payments, update the Country Administrator and the Head of Mission accordingly; Assure a proper management of COOPI files under his/her own responsibility; When required, translate documents from English into Arabic and vice versa and/or check translations done; When required, support the Country Administrator and Head of Mission in writing contracts and documents; Be the filter of problems regarding local staff through the international staff on the field towards the Coordination; If required, support the international staff by sharing information, ideas, technical advices and skills for the drafting of new proposals; Be flexible and ready to respond to the organization needs in terms of time and duties. When required by the international staff, carry out any other activity in accordance with his/her physical and intellectual aptitudes.   The management will define and explain to the employee other specific tasks necessary to assure an effective project implementation.   Qualifications Bachelors degree in Business Administration 5 years’ experience in administration, preferably for International NGO Proven sense of professional discretion, integrity, and ability to work in an international environment Interest and motivation to work in a non-governmental organization Good Knowledge of MS Word, Excel is required Desire to continually learn and develop is a must Working knowledge of Lebanese labour law is required Fluency in English, both written and spoken; Arabic is required   Type of Contract Period: 3 Month contract (Renewable)   Submission Interested candidates should submit their CV in English by e-mail to recruitment.coopi.lebanon@gmail.com.
