Social Field Officer

Job Purpose Summary The SFO will be expected to lead a team ensuring that relevant data is collected from beneficiaries and verified. The SFO should organize and lead assessments as required, organize and manage beneficiary files both electronically and in hard copy. Alongside the technical team and Shelter coordinator, the SFO will design and implement work plans for the project activities they are responsible for. Key Responsibilities  Work with the team leader on the implementation of projects including beneficiary selection, mobilizing the refugee community, meeting with refugee and host communities, assessments, monitoring, voucher distribution, etc. Lead the team under the close supervision of the PC Assist the PC in all communications with beneficiaries and relevant stakeholders Perform registration and evaluation tasks in an efficient and professional manner Carry themselves responsibly and communicates and respectfully with home owners to give a clear and accurate picture of the households’ current and past situation Explain the NRC assessment and selection process well to beneficiaries who do not fall within the project criteria Ensure the appropriate documentation is in order for beneficiary contracts and subsequent payments Organize and manage beneficiary files and ensure that all necessary documentation is in place Be the focal point for database management. The SFO is responsible for managing contract, beneficiary and building owner records – ensuring no duplication. Organize and lead on conducting surveys, questionnaires or assessments as required Submit daily and weekly reports to the PC on the activities and action points assigned to the SFO Coordinate with various NRC staff at field level on planning and implementing program activities (TFO, CCL, and other relevant staff) Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize benefit to beneficiaries Conducting assessments Creation of beneficiary lists Creation and maintenance of relevant databases Response to and follow up on referred cases Exit interviews Management of assigned case-loads, including keeping up-to-date records of numbers of families and individuals residing in shelters and their living conditions Perform any other duties as assigned by the supervisor Coordinate with local authorities, with the PC Organize social assessments of families, in coordination with the PC Participate in the design of tools to be used by the Shelter team Act as the social focal point between the technical team, PC, and SFAs Plan the daily and weekly activities of SFAs in relation to: Provide regular reports relating to analysis of assessment findings, as well as progress and situation reports on challenges identified in the field Systematically follow up on referrals and troublesome cases Prepare weekly reports to be shared with PC and PM Supervise the preparation of beneficiary contracts Plan the distribution of Non Food Items (NFIs) in coordination with the PC and logistics staff Supervisees: The SFO will supervise the work of the field assistants Qualifications and Competences Academic and Professional Qualifications Bachelor’s degree in related subject, preferred but not essential National Diploma in Social work or other relevant field Relevant Experience Minimum of 3 years of relevant work experience with NGOs, charities, humanitarian work or similar organisations Knowledge, Skills & Personal Attributes Good communication and interpersonal skills Strong organizational and team work skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Very good English language proficiency Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus Solid experience in assessments, surveying and reporting Excellent communication and report writing skills (oral and written) Strong computer skills (Word, Excel, Power point) Achievement indicators Delivering working tasks in a structured and professional manner, according to a daily activity plan Meeting deadlines Adhering to the NRC standards, policies and guidelines Adapting and coping to change Communicatie effectively and respectfully To act respectfully and guide building owners to give clear and accurate description of the household’s current and past situation Make sure that NRC criteria is well communicated to all beneficiaries
