Vocational Training Officer

Brief description of the position’s role within the Project(s): The Vocational Training Officer is the primary field-level position for IRC’s emergency assistance programme. The Cash Assistance Program aims at supporting vulnerable refugee and host community households to meet their immediate needs during a specific period of time including winter and reduce the risks for refuges in particular women and girls. The Officer will spend most of his/her time in the field, identifying target communities, establishing relationships with community leaders, overseeing field-level operations, following up with the Implementing Partner, etc. Position objectives: Timely and effective implementation of vocational training activities in collaboration with training suppliers: Establish and maintain transparent, functional relationships with target communities Ensure daily vocational training activities follow implementation guidelines Participate to distribution of ATM cards to VT beneficiaries and to the delivery of information sessions Liaise on a daily basis with the training suppliers Assist the Livelihoods Manager in liaising with other Organizations on the ground and in meetings when related to vocational training RESPONSIBILITIES: Gather information on the local context, target communities and employers to assist the Livelihoods Manager in selecting market-oriented vocational training courses that match the needs of employers in Akkar in consultation with the Outreach Officer Apply technical knowledge and skills to organize and deliver vocational training activities, in full compliance with IRC standard operating procedures and guidelines Actively participate in the collection of data for beneficiary verifications and households assessments related to vocational training beneficiaries with the Akkan Network for Development (AND) Assist the Livelihoods Manager in preparing vocational training activity plans, in consultation with the training providers Support AND and the M&E team in the organization of meetings, FGDs and information sessions with vocational training beneficiaries Support and supervise the enrolment and regular attendance of beneficiaries in vocational training, as per procedures agreed between Finance and Program Organize vocational training courses and supervise their implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly Collect all information sheets (beneficiary lists, registration forms, distribution lists, and others) at the training venue and submit them to the Database Officer on a timely basis, in order to ensure prompt data entry Collaborate with M&E Assistants in their daily monitoring activities and share timely information with them, provided that the Livelihoods Manager will be responsible for sharing weekly and monthly field plans Collect case studies and success stories according to IRC guidelines Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation REQUIREMENTS: Experience in community mobilization and participatory decision making highly preferred and valued Demonstrated experience and capacity in conducting emergency assessments, field-level data collection, and experience analyzing field data and concisely reporting on results. Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Excellent interpersonal and problem-solving skills, creativity and flexibility INGO experience preferred Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
