Beirut Area Manager.

ROLE DIMENSION / DESCRIPTION I.     Program development, design, planning, and management Set a sustainable child-centered and holistic multi-year design for the ADP following a participatory approach in alignment with the TD frame and with the assistance of the DME team. Work with the Operations team at the National Office and the ADP team in assessing, designing and planning projects with the involvement of the addressed community and according to identified needs and major donor requirements. Provide strategic direction in setting short and longer-term objectives and annual operating plans to be able to achieve the operational strategy, with the support of the project managers/coordinators in the field. Set annual budget plan with regular monitoring on budgeted and actual expenditures. Assure strict budget management and adherence to agreed activity timeliness and outputs to ensure proper accountability to donors and effective project implementation.   II.    Project and Program Implementations Lead the ADP team in implementing project activities In order to achieve the desired impact on the community Ensure sufficient and proper community participation in the work of the project, including the presence of effective local development committees with the support of the projects managers/coordinators Review and approve periodic reports and ensure their timely submission to the DME and operations director. Monitor and evaluate the impact of program interventions on the targeted population. Ensure WV core values and principles are upheld at the project site by all staff. Implement audit recommendations, ensuring compliance with World Vision standards. Control and supervise the implementation of World Vision Lebanon policies and procedures and consult with P&C manager in case of violation. Respond appropriately and rapidly to the disaster in the area in consultation with the Emergency Relief Disaster Management team, ND, and HEA manager   Work closely with the Ops team and LT on ensuring a proper phasing out and handing over the project to the local communities. III.  Coordinating and building relationships Actively pursue and develop internal and external networks consistent with the vision, mission, core values, and overall organizational objectives. Build and maintain relationships with local authorities, community representatives, NGOs, and other stakeholders to ensure strong and effective working relationship, program’s sustainability, and to maximize the financial and technical resources and develop a synergy for effectively serving the community Facilitate project visits by donors and other visitors Participate actively in the ADP/Area managers’ meetings sharing lessons learned and best practices and assist in identifying new project ideas and funding opportunities whenever possible. Create and maintain effective working relationships with the Sponsorship, HEA, ministry quality, Advocacy departments/units and other WVL technical staff to enhance program effectiveness.     IV.  Sponsorship Liaise with the Sponsorship department for the introduction of Sponsorship into the addressed area(s) and monitor the Sponsorship-related activities at the ADP level with the support of the Sponsorship Field Coordinator. Coordinate with the Sponsorship department on the growth plans within the ADP. Ensure full compliance with World Vision Sponsorship standards by overseeing the quality of Sponsorship management.     V.   GIK and gift catalogues Support the Supply Chain Manager and ADPs Support Manager in setting the annual GIK plan for the ADP. Ensure that GIK and Gift Catalogue items are stored, recorded and distributed to beneficiaries in a timely manner. VI.  ADP Staff management and Development Recruit ADP staff in co-operation with the ops director and P&C Manager Supervise ADP staff and assist them in understanding their role and in identifying appropriate solutions to problems, concerns, and issues that are faced in the ADP. Coordinate with P&C manager to ensure staff development through training as appropriate. Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building. Ensure that staff understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area.       VII. Security Management responsibilities Responsible of the day-to-day security management. Abide by the security procedures and policies and report any breaches Participate in personal  safety training as required VIII. HEA responsibilities Be aware of the Humanitarian and Emergency affairs (HEA) standards and operational imperatives to ensure that necessary preparedness measures have been implemented. During times of disasters, provide leadership for all aspects of disaster response as needed and manage necessary transition in program / project activities.   IX.         Other duties Attend and participate in local and international CB events and meetings Perform other relevant tasks assigned by the ops manager. Attend and participate in spiritual nurture events and other organizational events   Knowledge & Skills Good written and oral English and Arabic communications skills. Good understanding of the community Development concept  and practices Have leadership abilities, especially as a facilitator of community development and human development processes. In-depth knowledge of project design, project management, and project implementation Ability to establish and maintain strong relationships with major NGOs, donors, and government agencies Strong interpersonal skills and cross-cultural sensitivity Essential Good understanding of the work of major donors (USAID, CIDA, etc.) Familiarity with grant management Knowledge of WV’s operations in relief and development Academic knowledge in basic management. Proven good knowledge of the Convention on Child Rights. Acquainted with accounting principles. Preferred
