Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.           POSITION GENERAL INFORMATION   Ø Position: WASH Field Implementation Manager Ø Based in: Halba Akkar Ø Starting date: ASAP Ø Duration: 6 Months (extendable if funding secure)   Supervision   Ø Under the direct supervision of:      WASH Program Manager Ø Under the indirect supervision of:   APC Ø Supervision of           :                                   WASH Team leaders Ø Under the overall supervision of:     Head of Base   OVERALL MISSION   General objective   Under the direct supervision of the WASH Program Manager, the WASH Field Implementation Manager is responsible for the qualitative, quantitative and timely field implementation of the WASH activities. He/she coordinates and monitors the field work of WASH team leaders and all Officers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project. The WASH Field Implementation Manager position’s major objective is to properly achieve the following global task: Ø Smooth and timely implementation of the activities in the field with particular follows up of the team and contractors at field level.   Responsibilities and tasks   Ø Activities implementation -      Direct and coordinate the field implementation of all program activities; -      Plan (daily, weekly and monthly) the field activities, supervise Team Leaders and Officers and any potential contractors and ensure a follow-up of the different field activities regarding the agreed planning, guideline, and required quality of the works; -      Ensure the total respect of the technical design by the WASH team members, beneficiaries and contractors; -      Ensure that all measures have been taken and rules followed to ensure security on-site; -      Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions to the Technical Advisors.   Ø Assessment, monitoring & evaluation of activities -      Assess regularly the WASH implementation and determine adjustments needs; -      Collect any relevant information from the communities and partners for referral system; -      Analyze and monitor the results of the WASH activities.   Ø Operational team management / Community mobilization -      Supervise the Team Leaders and Officers and ensure the respect of all human resources rules; -      Responsible of the field communication between PU-AMI, the Communities and the Authorities regarding the implementation of the WASH activities; -      Introduce the WASH activities to the Communities and Authorities; -      Mobilize and encourage the Communities for the activities (daily and free worker); -      Organize meeting with Communities according to the different MoU; -      Evaluation of the team under his responsibility.   Ø Logistic & administration -      Define the needs in materials and tools regarding the program and the planning of interventions; -      Ensure the follow-up and the proper use of materials and tools used during on-site works; -      Manage the supply of materials to the work site in collaboration with logistics department; -      Use the PU-AMI forms for all exchange with the logistic & administration services; -      Analyze the security situation in the area and inform the WASH Program Manager, the Area Project Coordinator and the Head of Base on the security incidents; -      Financial and Operationnal follow-up of the project (BFU, work plan, PMT, WAR) in link with the WASH Program Manager; -      Management of the cash forecast in link with the WASH Program Manager.   Ø Capacity building -      Day to day sharing of knowledge and experience with the full team; -      Organize training sessions for the Team Leaders and Officers in link with the WASH Program Manager and the Technical Advisors.   Ø Reporting -      Collect all information and written/orally reports on the progress of WASH activities on a daily basis from the Supervisors; -      Participate to the weekly reporting in English on the progress of activities with the WASH Program Manager; -      Report immediately any delay, problem or other relevant information to the WASH Program Manager.   The tasks and responsabilities defined in this job description are not exhaustive and can evolve depending on the project needs. QUALIFICATIONS     Mandatory requirements   Ø Language skills: Fluent in English (speaking/reading/writing) Ø Education degree: Baccalaureate/University degree in any sector relevant to this managerial position (Technical support will come from two Technical Advisors) Ø Work experience: 2 years experience in a similar position (NGOs/private companies) in any fields Ø Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook Ø Other: -         Excellent management and pedagogical skills and team leadership spirit -         Knowledge and previous experience in Project Cycle Management -         Good knowledge of Lebanon, willing to travel a lot locally and valid driving license -         Excellent communication and diplomacy skills to manage relationship in potentially tense situations   Assets Ø Other  knowledge: -      Good skills in reports and contracts redaction -      Arabic and French (spoken) would be highly appreciated Ø Interest: -      Strong motivation to help people in needs -      Understanding of the political situation in the area Ø Transversal skills: -      Well organized -      Conflict resolution and diplomacy experience -      Ability to analyze and suggest improvement -      Ability to take initiative to deal with difficulties encountered in daily work -      Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -      Autonomy, neutrality, hard worker -      Able to manage stress and pressure
