Program Compliance Coordinator

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: As a member of the Area SMT and reporting to the Area Manager, the Accountability Officer will provide leadership on the identification of issues in the field and their resolution by programme or Area manager   The Accountability Coordinator will be under the supervision of the Area Manager. He/She will ensure that the beneficiaries are receiving appropriate information about Save the Children programmes, identify issues in the community and inform the appropriate programme managers, Area SMT or other agency and “case manage” issues logging the systemic improvements needed to increase the quality of interaction with the communities benefitting from programme interventions, that monitoring processes are in place, that reporting is high-quality and timely, and that the programme is continually assessed and solutions quickly put in place for any changes in context.   Programme Management: Develop the accountability framework in line with the HAP 2010 principles. Ensure appropriate documentation of SCL overall approach to working in partnership Support partners to improve how partners put relevant parts of the accountability framework into practice. Define and document the knowledge, skills, behaviors and attitudes that staff need to meet accountability commitments Ensure that staff who interact with its partners understand the partnership agreements, the implications of the organization’s accountability framework for partners, and each partner’s obligations. Define and document processes for sharing information with different stakeholders share with the target communities  which SCL aims to assist and other stakeholders information appropriate to their needs including but not limited to Ensure goals and project objectives, expected results with the time frame, and a financial summary, as well as summaries of evaluations and progress reports are communicated ensure that SCL staff identify themselves to people they aim to assist and other stakeholders. Develop systems to enable target beneficiaries  to provide feedback and influence or make decisions about the project in a way that is continuously adapted to the context and the intervention define and document a complaints procedure Preparing, monitoring and evaluating the compliance aspects of SC Lebanon projects to accountability standards Supervision of daily accountable protection activities, such as: the protection desk during distribution and individual case management; Supervision of help desk and help line staff Monitoring and reporting of protection-related issues. Quality assurance of the case management – including checking up on referrals made to other agencies. Coordination:  Continuous coordination with all relevant stakeholders regarding the progress of the accountability activities. Including representing SCL at accountability working groups. Reporting: Reporting back      verbally on the progress of the work, to the Programme and Area Managers,      as often as needed; Writing an      evaluation report on the accountability activities/team (achievements,      challenges, recommendations, etc); Providing      relevant input for the reports and other donor reports. Accountability reports      on diverse issues but particularly related to accountability monitoring or      inter agency referrals Represent Save the Children at appropriate      coordination meetings Other Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.     SKILLS AND BEHAVIOURS (our Values in Practice) Accountability: Is accountable for the implementation of the Child Protection in Emergency activities under the supervision of the Child Protection coordinator. Integrity: Is honest, encourages openness and transparency   QUALIFICATIONS AND EXPERIENCE Degree in related discipline Demonstrated      experience in managing partnerships with NGOs / CSOs and government. Excellent time management skills Strong experience in data collection and analysis Strong experience in field work and community mobilization;      and in training groups of beneficiaries Fluency in written and spoken Arabic and      English Computer skills (especially Excel) Strength      in interpersonal, communication and presentation skills. Previous      experience of liaising with the UN, national and donor governments and      NGOs as advantage. Flexibility and willingness to change work      practices and hours, and capability to work in insecure environment  Available to travel in country   Recommended knowledge and experience: Help Desk      supervision Quality control      and assurance Familiarity with      refugee communities in country of operation experience in development programs, preferably working in accountability related role APPLICATION PROCESS   Please note that the closing date for applications is : For External applicants on January 5th  .                 The selection committee will review all applications as they are received.
