BackgroundThe International Rescue Committee is an international organization specializing in emergency and humanitarian programming existing since 1933 and working in more than 40 countries. In response to the influx of Syrian refugees in Lebanon, the IRC started a Women’s Protection and Empowerment (WPE) program and a Livelihood program in 2012 with program strategies implemented in various locations in the Northern and Bekaa Governorates. IRC is now complementing their response with a Child Protection (CP) program, including a joint UNHCR/IRC Case Management Coaching Program to build the capacity of caseworkers and social workers throughout Lebanon.
Position OverviewThe CP Case Management (CM) Officer will play a pivotal role in the overall management of the inter-agency child protection case management coaching program, including by coordinating training sessions and peer-to-peer groups, and developing technical guidance. The CP Case Management Officer will be responsible for the coordination in support for the caseworkers and social workers throughout Lebanon, assisting the CP CM Manager in building their capacity and improving best practice in case management in the emergency response. The CP CM Officer will also supervise a team of Case Management Trainers and coordinate the delivery of frontliners training on safe identification and referral. The CM Officer ensures regular documentation of the CP CM Coaching Program, helps to identify lessons learned, and contributes to the development of technical tools. The CP CM also delivers training to IRC CM staff and helps to ensure CP Minimum Standards and CM guidelines are followed. The CM officer works in close collaboration with multiple agencies providing CP case management services and the IRC case management team.
Responsibilities
Coordinate training and coaching sessions for the UNHCR/IRC CP CM Coaching Program
Ensure the delivery of technically correct trainings on identification and referral through a team of CM trainers
Provide technical support to the IRC case management team through training and coaching
This position will report to the CP Case Management Manager
CM Coaching Program
Ensure that the Case Management trainings and peer-to-peer groups are organized in a timely manner and support inter-agency coordination
Document trainings and coaching sessions, identifying best practices and disseminating technical material
In collaboration with the CP CM Manager develop trainings and capacity building plans for the CM coaching program
Contribute to the development of technical tools and guidance for caseworkers and social workers
Supervise team of CM trainers and contribute to development of training on safe identification and referral for frontliners
IRC CM Program
Provide technical support to IRC caseworkers in coordination with field-based CM Officers
Facilitate and co-facilitate CM training to case worker, para case worker and frontliners
Assist in the development of CM tools and internal SOPs for IRC’s CM program
Attend case management meetings in the field periodically and provide technical advice
Grant Monitoring & Reporting
Develop weekly and monthly plan for the CM trainers
Revise and compile weekly/ monthly reports on inter-agency trainings and coaching events
Assist with all relevant financial documentation is completed accurately as required by IRC finance policy.
Coordination & Representation
Facilitate inter-agency collaboration and coordination as part of the CP CM Coaching Program
Liaise and collaborate with other CM actors when required
Maintain positive coordination and relationships with partner and other IRC sector staff.
Other
Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs;
Other duties as assigned by the supervisor to enable and develop IRC programs
Professional Standards
All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct, child safeguarding policy and the IRC country employment policies.
Requirements
University degree in law, social work, sociology or relevant field
Experience in working with children
Social work experience mandatory
Management experience mandatory
Training and coaching experience preferable
Experience in working in emergencies preferable
Three years of relevant work experience in the area of child protection including case management
Knowledge and understanding of CP Minimum Standards, UNCRC and CPiE preferable
Ability to develop partnerships, network and attend coordination meeting
Strong diplomacy and communication skills
Written and Oral Fluency in Arabic and English mandatory
Knowledge of case management database / documentation practices preferred
Proficient in Word and Excel
