Finance Officer

ESSENTIAL DUTIES AND RESPONSIBILITIES:   Reports to the Financial Manager and/or International Controller; coordinates with the Lebanon PMs, Head of Office and Programs and Country Director.   Recruits and trains local accounting personnel and ensures Field Officers financial management accounting function.    Directs the activities of the Field Office’s accounting staff ensuring the completion of all accounting activities and reporting to meet RI and donor requirements.   Review payment request documentations in order to follow payment process.   Preparing day to day financial vouchers: Checks, Cash Advances, and Cash Payments.   Monthly reporting for Expenses total Ledger with Bank and Cash reconciliation.   Filing all payments or bank transactions backup documentation.   Daily maintenance of CTJ and BTJ and daily reconciliation with books and physical cash count process to insure that everything matches with file and payments.   Monthly Bank transaction comparison between existent filed payments to insure closing the month properly.   Quick-Book Data entry for expenses monthly report for HQ controller.   Conducting monthly/quartile RFF requests for projects.   Reporting budget projection/Spend-Down plan to execute expenses within the budget spending for each project.   Ensures that financial transactions are classified, recorded and summarized properly;    Monitors Field Office disbursements ensuring that expenses are incurred within the approved budget any award restrictions;   Ensures compliance with RI Procurement, Field Accounting, donor and audit requirements and procedures.   Monitors Field Office cash flow to ensure the Field Office has adequate cash on hand but not in excess its immediate disbursement needs, to fund program operations.   Prepares budgets for each Field Office Grant application, modification or extension.    Monitors the financial aspects of sub grant agreements of partner organizations.   Acts as a liaison with program staff in the Field Office to assist in the understanding and compliance financial policies.    Acts as the primary liaison with Finance staff at RI HQ.    Prepares donor financial reports.   Reviewing/Monitoring Financial Report and following up closely to insure documenting and spending project as per budget.     Ensures preparation of Field Office Financial documents for external and internal audits.   Maintain effective communication with RI’s HQ regarding finance and program implementation.    Perform other duties as needed.

University degree of similar in Finance.
3-5 years’ experience in Finance support functions with an international humanitarian organization in Lebanon.
Experience in emergency response.
Solid knowledge of practical finance procedures and experience maintaining supply pipelines.
Demonstrated attention to details, ability to follow procedures, meets deadlines and work independently and cooperatively with team members
