Monitoring And Evaluation Officer

  Background IOCC is a US-based international relief and development agency established in 1992 by the Standing Conference of Canonical Orthodox Bishops in the Americas (SCOBA). It offers emergency relief and development programs to those in need worldwide, without discrimination. IOCC has been working in Lebanon since 2001 and has a decade of experience in implementing community-driven programs that address a broad range of social issues, from relief to community development and education. (For more information on IOCC, please visit our website at www.iocc.org) Summary The M&E Officer will assist the programs team in the design, collection, and analysis of data from routine program monitoring as well as evaluate the impact of IOCC interventions. The M&E Officer will also assist in building the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems. General Responsibilities Supports the development and implementation of a clear M&E plan for IOCC projects. Reviews M&E plan in grant applications particularly logframe indicators and means of verification. Helps establish systems and standards for regular assessment, monitoring, and evaluation of the program against its objectives and expected outputs. Undertakes regular visits to the field to monitor project processes. Establishes an M&E capacity building plan. Supports IOCC and field staff in the collection and analysis of qualitative and quantitative data, as well as with reporting on findings from monitoring activities. Develops and maintains an M&E tracking tool for M&E related activities (i.e., baselines, rapid assessments, evaluations, lessons learned and recommendations, and follow-ups on recommendations). Coordinates the development of a database for projects with database developers. Follows up with Area Monitors (4) and Data Entry Clerks (4) on their daily activities Follows up on quality of data collected and entered. Monitors Health and Nutrition department activities on a weekly basis Assists in the drafting of monthly reports to the donors. Coordinates and shares lessons learned related to M&E practices with partners and field offices. Performs other duties as necessary. Qualifications Knowledge and Skills: Fluency in reading/writing/speaking English is necessary Substantive and broad knowledge of technical issues common to the international humanitarian and development community Able to think and operate strategically and creatively Strong skills and ability to effectively communicate concepts and actions in a clear and persuasive manner to senior leaders of the organization Competencies: Excellent knowledge of monitoring and evaluation methodologies Experience in research Knowledge and experience with donor reporting requirements Excellent social, interpersonal and intercultural skills Knowledge and experience with proposal writing Ability to build positive relationships with staff Team work spirit Capability to meet deadlines Education   Bachelor’s degree in a related field such as  economics, international development, statistics, public health etc.; Master’s degree preferred. Experience At least 1 year of work experience in the field of monitoring and evaluation, including design and implementation of project and program monitoring and evaluation plans. Contacts/Key Relationships Country Representative, Health and Nutrition Coordinator Working Conditions Stationed in Beirut, Lebanon; travels to project sites in the country as well as other IOCC project areas.      We are looking for candidates who can start as soon as possible.
