KEY RESPONSIBILITIES:
Finance Management
Responsible for the overall finance function within the Lebanon humanitarian office. Ensure financial function adherence to Oxfam GB financial guideline, policy and donor’s requirements
Provide technical support to programme in project budget preparation and work closely with Sub regional FM during Annual budgeting process
Ensure effective, timely and accurate functioning and monitoring of PeopleSoft financial systems (GL), generating necessary reports for the use of managers and Lebanon humanitarian SMT
Adequate financial controls, including control and over viewing payment process
Provides timely, high quality consolidated monthly/yearly accounts and financial returns, including but not limited to:
Monthly budget variance reports with analysis and explanation for variances from FYB/YTD budget.
Monthly financial forecasts, including cash flow forecast.
Maintenance of an up to date financial grid
Lead Year end process form financial perspective
Ad-hoc reports as requested
Liaise with Sub regional Finance manager and ensure timely reports to RC and donors
Partnership & Donor Management
Support the Finance Officer partnerships in ensuring effective Partner financial management, assessment and monitoring.
Support Finance officer partnership analyse and interpretation of accounting information and ensures that Oxfam and partners complies with all the reporting requirements
Liaise with donor accountant in preparation of donor financial reports
In coordination with funding team and Partnership Finance Officer ensuring that all donor contract management and internal reporting requirements are met.
Staff Management
To be responsible for the effective performance management of Finance officer partnership and finance assistant performance management against objectives and organisationally agreed competencies.
SKILLS AND COMPETENCE:
Significant experience in finance, audit and accounting with national or international NGO.
Good capacity in donor contract managements
Very good computer skills: Word, Excel, Internet and financial application system.
Strong capacity in financial budgeting, controlling, auditing and reporting.
Good skills of data analysis,
Ability to work independently, sense of responsibility and initiative
Commitment to Oxfam overall aims and objectives including gender equity, equal opportunity etc in all areas of Oxfam work.
