Program BackgroundThe International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting an Economic Recovery and Development (ERD) program focused on meeting life and livelihood needs of refugee populations. The IRC ERD livelihood program activities will be implemented in various locations in the Northern Governorate.
Position OverviewThe IRC will start-up and manage a stand-alone Livelihoods Centre (LC) in Akkar to serve as venue for the IRC’s ERD activities (e.g., ATM card trainings and distributions, candidate assessments, financial management and vocational trainings, etc.). It will also serve as space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labor regulations. Job-seekers will be advised on their rights as workers and on working conditions they should expect. The LC will advocate for employers to offer decent working conditions to their employees, including equal wages for women and men, minimum wages, working hours, and safety and health at workThe Logistics and Procurement officer will be requested to travel to field locations in the northern areas on a regular basis and will be responsible for logistic support to the ERD program.
Responsibilities
Identify requirements and establish and maintain all logistical infrastructures for administration and operations.
Identify and analyze procurement and transport requirements
Take responsibility for fleet management including develop vehicle plans for fuel and maintenance requirements and costing.
Coordinate the service and maintenance of all vehicles
Ensure that vehicles are equipped with adequate items in line with base security plan
Check the fuel consumption and running cost, and reports all abnormalities to the Logistics & Procurement Officer
Disseminate travel plans to all relevant staff and displays the information on a vehicle movement board
Take responsibility for movement of all goods and equipment
Establish funding requirements for logistics sector. Work closely with Finance Officer to prepare logistics and program support budget.
In coordination with the Logistics and Procurement Manager, monitor and track allocation and usage of assets
Oversee maintenance of assets (and organize repairs and replacement if necessary)
Update registration and documentation of assets and ensure all assets are labeled
Collect quotes and organize the receipt of goods and payment of suppliers for items needed by the program in respect of IRC procurement procedures
Other duties as assigned by the ERD Coordinator
Job Qualifications
Bachelor in Business Administration or related fields
Minimum of 1-2 years of professional experience in Administration/Office Management. Previous INGO experience is an advantage
Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Strong sense of personal integrity
Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
Fluency in Arabic and English, both written and oral
